“The three categories are corporations, CMCs and TMCs, which includes Town Panchayats also. The parameters to adjudge who is best are the services rendered by these urban local bodies in the field of drinking water supply, garbage clearance, civic amenities, maintenance of parks and financial management,” he said.

There are about 213 urban local bodies across the state.
