The Bhubaneswar Municipal Corporation (BMC) has sought a
clarification from the State Election Commission (SEC) about the
celebration of Local Self Government Day in view of the model code of
conduct imposed after declaration of the urban local body (ULB)
election in the State.
The BMC received a notification regarding the model code on August 12.
The
Local Self Government Day celebration on August 31 is the annual
highlight for BMC to showcase its achievements. But, with the imposition
of the model code, the day’s celebration may be subdued this year.
BMC
Mayor, AN Jena said they have asked the State Election Commission for a
clarification on the protocol that has to be followed for observing the
Day.
Since a major part of the celebration includes inauguration
of new projects, the corporation has asked if they are allowed to do so
this year.
The officials and corporators are of the view that they
will not be able to start any new developmental project in the City
either.
SEC officials on the other hand clarified that no model code has been implemented for BMC.
Only
the schemes related to special benefits for the municipal cadre
employees or the population of the townships cannot be announced, an SEC
official informed.
The corporation can undertake projects and
float fresh tenders for developmental work. But the schemes which will
have an effect on other ULBs cannot be undertaken.
State Election Commission is expected to issue a final clarification on Saturday.
