BWSSB shuts valve on 90 real estate projects
Commencement of at least 90 real estate projects in the
newly added areas of the Bruhat Bangalore Mahangara Palike (BBMP) have
been affected following the delay in the Bangalore Water Supply and
Sewerage Board (BWSSB) issuing no objection certificate (NOC) .
The
Karnataka State Pollution Control Board (KSPCB) has made it mandatory
for the NOC from the BWSSB to be issued for projects that have more than
2 lakh sq ft built-up area. The water board NOC is a prerequisite for
obtaining the clearance of the pollution board. Normally the water board
states that water would be provided to the project only subject to
availability.

Developers’ Association of India (CREDAI) — Karnataka president R.
Nagaraj told presspersons here on Thursday that at least 90 projects of
CREDAI members had been affected due to the delay in issuing NOC by the
BWSSB. “Most of these projects are in the newly added areas in BBMP
jurisdiction that do not have adequate infrastructure,” he said.
He
said that they have requested the BWSSB to issue NOC since most
projects take two to three years for completion. “Since BWSSB has stated
that the entire Bangalore will get water supply by 2014, water would be
available to these projects by the time they are completed.” He,
however, added that the NOCs were now being issued on a case-to-case
basis.
The Real Estate (Regulation and Development)
Bill 2013, which is yet to get the assent of the President is set to
affect the real estate sector, CREDAI secretary S. Suresh Hari, said,
adding that the sector was already being governed by 42 legislations,
including 25 labour laws and a consumer Act.
“Adding
another regulator would adversely affect the industry. We are not
against the Bill, but we have reservations about a few provisions in the
Bill,” he added.
Among other things, the Bill seeks to disclose the names of buyers, which is likely to impact the industry, he said.
CREDAI’s
response to some provisions would be made known during the two-day
CREDAI Conclave in New Delhi from December 13 in which political
representatives, senior officials of the government and Planning
Commission will participate, Mr. Hari said. Further, he said that the
government should give real estate sector the status of industry.
