Civic body jacks up fines, charges on stray cattle

The Ahmedabad Municipal Corporation (AMC) Standing Committee has decided to jack up the administrative charges and fines on impounded cattle and livestock. At a meeting on Thursday, the Committee justified the increase saying this will serve as a deterrent. The Committee has now sent a proposal to the state government for consideration.
The daily administrative charge for small animals like goats has been fixed at Rs 150 and for bovines at Rs 300. Officials said this charge will be levied on the owners who violate laws and let the animals loose on the streets.
The daily fodder charge for impounded animals, also to be charged to the owners, has been jacked up four times. The rate for cows, buffaloes, bulls and bullocks has been increased to Rs 200 per day. These were last changed in June 1993. Calves will attract a fodder charge of Rs 150 daily while lambs and kids will attract a penalty of Rs 50 per day.
The fodder charge for impounded elephant will be Rs 225 per day. Prior to 1993, this was Rs 30 per day, which was later increased to Rs 75 per day. The state Home Department had prescribed the fines first in October 1997 and then again in 2003.
The daily fine on impounded elephants, camels, bovines and horses, and donkeys has been proposed at Rs 12,500; Rs 5,600; Rs 4,000 and Rs 1,700.
The fine on pigs has been fixed at Rs 1,700. The corresponding figures in 1997 were Rs 2,000; Rs 400; Rs Rs 400 and Rs 500. In 2003, these fines were fixed at Rs 5,000; Rs 1,500; Rs 1,000; and Rs 500. The daily fine for goats has been fixed at Rs 900.
