Clean the drains, HC tells Patna Municipal Corporation
The bench was hearing a PIL filed by Sunil Kumar seeking improvement in
the functioning of the PMC. The court directed the PMC to clean all the
drains, manholes and catchpits on roads removing all the filth and
slush before rainy season.
The judges remarked that on the main
Boring road and other places, shops and eateries had come up close to
the road flanks without any space for car parking. The PMC must have
allowed the eateries to come up in such a manner leading to road jam by
the cars parked on the roads.
Noticing that garbage
bins were placed almost on roads causing traffic blockade, the judges
asked principal additional advocate general Lalit Kishore to ensure that
garbage bins are placed on the side of the roads. Petitioner’s counsel S
N Pathak and some other lawyers submitted that the PMC had failed to
deliver.
The judges asked the PMC to identify schemes for
improving its functioning and come up with the schemes before the court
by April 26. Next hearing of the case would be held on April 30. Justice
Sinha said the PMC could invite people’s grievances and complaints on
its website for improving its functioning and make the entire system
transparent. He said the PMC had power to penalize the people throwing
garbage on roads violating municipal law.
The division bench reiterated its earlier order to the PMC to remove garbage from roads between 9pm in the night and 8am.
