Projects to the tune of Rs.4037.39 crore for city

Kozhikode: A special meeting of the city corporation council on Thursday approved the City Development Plan (CDP) for Kozhikode Urban Area prepared by Kochi-based EMB Planners and Designers for securing funds for development activities in the city.
The consultancy firm comprising Elizabeth Philips, Mary P. Mathews and K. Beena, all retired government town planners, had prepared the CDP for obtaining funds under the second phase of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme.
Since the Centre has decided to put funding for projects in the second phase of JNNURM on hold, the corporation will now seek funds under a scheme of the government of France. The French government had offered to support four cities in the country to improve urban infrastructure provided these cities had some historical connection with France, Deputy Mayor P.T. Abdul Latheef said.
Kozhikode Mayor M. Bhaskaran, who chaired the sessions, said that the consultants had prepared projects to the tune of Rs.4037.39 crore for the city and the neighbouring gramapanchayts of Beypore, Nallalam-Cheruvannur, Elathur and Olavanna.
The programmes have been drawn up for 12 sectors, to be completed within different time periods. There are projects to be implemented within five years, 10 years and beyond 10 years, he said.
Twelve sectors
A sum of Rs.140.40 crore has been envisaged for the water supply sector. The proposals include inventory and mapping of all sources of water in the CDP area, conservation of ponds, rivers and canals in the city and a ground water recharge project.
Proposals to the tune of Rs.858.45 crore have been worked out for sewerage system. The proposals include detailed survey of the onsite sanitation facilities and methods of disposal and setting up treatment plants in each gramapanchayat. There will also be a provision for providing financial assistance for construction of septic tanks in scattered urban colonies.
The CDP has estimated a sum of Rs.440.15 crore under the storm water drainage system. Some of the schemes are the preparation of a GIS-based drainage masterplan, protection of all water channels and water basins and giving priority for improvement of drains.
The proposal for solid waste management include installation of model Solid Waste Management (SWM) units, procurement of equipment for collection, segregation and transportation of waste, capacity building to tackle the issue, construction of biogas plants at slaughter houses and the creation of common facility for hospital waste management. An amount of Rs.104.53 crore has been estimated for the sector.
Traffic
Projects envisaged under the traffic and transportation sector need Rs.2063.80 crore. These are improvements in all junctions in the city and road development suggested by the Public Works Department. Apart from this, development of footpaths, parking plazas, development of bus stations, completion of missing links on ring and radial roads such as Beypore-Cheruvannur; Mankkavu-Minibypass- NH Bypass and Moozhikkal- CWRDM.
A sum of Rs.119.40 crore has been estimated for urban renewal and social amenities. The projects include development and environmental improvement of sub-markets at Nadakkavu, West Hill, Eranhipalam, Kallai, Areekkadu, Kinasseri, Mankavu, Meenchanda, Malaparamba, Pantheerankavu and Vengeri.
The other sectors identified are basic service to the urban poor (Rs.57.95 crore); tourism and heritage (Rs.192.50 crore); gender issues and gender budgeting (Rs.19.60 crore); environment (Rs.9.05 crore) and disaster preparedness and management (Rs.19.05 crore).
