Chandigarh:  The Municipal Corporation will have to shoulder a large number of responsibilities before it gets more hands. The UT Administration has worked out the final modalities for the transfer of certain key departments to the Municipal Corporation.

UT Administrator Shivraj V Patil, in July, had directed the Chandigarh Administration to transfer departments to the Municipal Corporation under the provisions of the 12th schedule of the 74th Constitutional amendment, which are mandatory for the states and Union Territories. The departments that will be transferred in the first phase are those handling primary education, primary health, open spaces and gardens.

In a meeting of senior officials of the Administration and MC, it was decided that MC will have to recruit around 400 teachers and a number of doctors to take care of the primary schools and healthcare centres. MC will be creating its own cadre for recruitment of staff working in the departments under its jurisdiction. Though initially for a year, the Administration would transfer the schools and health centres with their existing staff, after one year, the MC will have to make its own arrangements. “The staff will also be given the option to either stay in Municipal Corporation’s cadre or return to the Administration. It will be a kind of deputation for such staff members,” said a senior UT official.

Besides the other arrangements, a directorate of school education and a directorate of health will have to be created by MC.

While the Administration will transfer seven schools to the MC, the latter will have to get around 18 more schools. 

The MC would require additional budget for the departments. Officials state that along with the functions that are being transferred, the funds will also be given to the MC. The contracts for the laying of roads, etc that have already been allotted would continue and no changes on those accounts will be introduced by the civic body.

An MC official said there is shortage of staff in the civic body for the current functions, too. There is an immediate need for recruitment of more staff and creation of additional posts. In the first phase of transfer, the MC will have to recruit staff such as maintenance staff, gardeners and the like.

VISAKHAPATNAM: Action plan for the works to be taken up with the funds of the 13 {+t} {+h} Finance Commission has been prepared and will be placed before the corporation general body meeting on September 18, Municipal Commissioner V.N. Vishnu has said.

At an awareness meeting on the works on Wednesday, he said the action plan prepared accounted for Rs.206 crore. In the first year GVMC was likely to get Rs.145 crore. For the first time development of school buildings was included.

Mayor Pulusu Janardhana Rao said funds should be allocated for urban forestry and development of parks and the suggestions of corporators should be taken into consideration.Executive Engineer K.V.N. Ravi explained the construction of foot over bridges and bus shelters would be taken up on ‘build-own-operate-transfer' basis.

Bus Shelters

While 50 bus shelters and 13 FOBs including seven lifts would be taken up on the Pendurti corridor, 28 shelters, six FOBs including three lifts would be constructed on the Simhachalam corridor. Hoardings and ATMs on them would bring revenue.

User charges

Chief Medical Officer (Health) D. Abbulu said the ‘dustbin-free' garbage collection programme would be implemented in 36 wards by March 2011 charging a minimum of Rs.15 and a maximum of Rs.30.Congress, TDP, CPI-M and CPI floor leaders Behera Bhaskara Rao, Ch.V. Pattabhiram, Botta Eswaramma and A.J. Stalin participated.

Municipal teachers won’t get any break
Students may be looking forward to the 12-day holiday during the Commonwealth Games but teachers from municipal schools aren't. According to the Municipal Corporation of Delhi (MCD), the Games Organising Committee (OC) had asked for teachers of MCD-run primary schools to be assigned duties at different places during the Games.

The civic agency said a total of 441 teachers would be posted at various places including the venues and stadia.
Officials said 82 teachers will be posted near the spectator stand and 99 teachers will work as venue administrator.

Twenty-five teachers will be made to work as workforce operators, 60 as venue operators, 60 for uniform distribution, eight for accommodation and 47 as cleaning supervisors.

"We have accepted the request of the OC and sent a list of teachers a few months ago. While 441 are on duty, some others have been kept on standby. All these teachers will be given a certificate for their participation," said Mahender Nagpal, chairman of the education committee of the MCD.

All the teachers participating in the Games will be provided with free transportation, lunch and uniform.
