Provide books, study material to slum children, HC directs CMC

State told to provide employment to Maa Mangala evacuees

CUTTACK: In a remarkable order, the Orissa High Court on Thursday asked the Cuttack Municipal Corporation (CMC) to provide books and other study material to the children of slum dwellers, who were evicted from their hearths and relocated at a nearby place earlier this month.

The bench of Chief Justice V Gopalagowda and Justice Indrajit Mohanty also asked the civic body to arrange a place of education with teachers for these children near their place of stay and are provided with mid-day-meals.

More than 150 families of Maa Mangala, slum who were evicted from near the SCB Medical College and Hospital here on July 4, are now relocated at Hadia Patha, an island inside river Mahanadi following High Court order. Not only that the evacuees were provided with temporary shelter, they are also being provided with free meals by the district administration as per the order of the court.

However, when it was brought to the notice of the court that more than 115 students of the slum have not gone to school and their studies are being affected ever since they were displaced, the HC took cognisance of it.

The court also gave a relief to the local administration when it was pleaded that Orissa Relief Code does not allow the district administration to provide free food to the evictees for such a long period. “Henceforth the State government would provide free food to the evictees till the next hearing of the case,” the bench ordered. The case has been adjourned to August 4 next.

The State government was also asked by the HC to provide work to the slum dwellers under National Rural Employment Guarantee Scheme (NREGS) until further orders. It was reported that following their displacement, the slum dwellers were not able to get any work at their new settlement.

Asking the officials of the State and Union government, who were summoned to the court on the day, to positively file an affidavit before the next date of hearing, the bench specifically wanted to know from the Centre whether any budgetary allocation is made by the Union government for the welfare of the slum dwellers.

Pune: Food-serving agency should have a licence from PMC, says civic body health dept chief

Following the mid-day meal incident that left 127 civic school students ill on Friday, the civic health department has decided to direct all educational institutions to constitute a committee to check quality of food served to students on their premises. The incident has also brought to focus lack of coordination among departments concerned.

“It is mandatory for food-related business in the civic jurisdiction to have a licence. The education board never consulted or intimated the health department on appointment of women self-help groups for supplying mid-day meal,” said PMC health department chief, R R Pardeshi.

The urban community department had recently asked the health department to check whether the cooking by self-help groups was hygienic. “The health department, after inspection, conveyed to the urban community department that the cooking place of was not hygienic,” Pardeshi said.

There was no system to check food quality, he said. “All educational institutes would be asked to ensure no agency be allowed to serve food on their premises if they don’t have a licence from the civic body. The respective committees of the educational institute should check food quality as it is not possible for the civic administration to keep a check.”

Vilas Kanade who is in charge of the PMC urban community department on the other hand, said there was no clause in the agreement signed the education board that the agencies should have a food licence. 

Education Board official Ramchandra Jadhav said they were not responsible for appointment of agencies for mid-day meal. “We have been complaining to the civic body about the poor quality food served in mid-day meal scheme. There was no response from the administration,” he said, adding that the process for appointment of new agency has been started. The board has sought expression of interest from agencies that meet set norms, Jadhav said.

Pune:  While students of classes V to X who are living within the Pune municipal limits have started getting passes for free bus travel, their counterparts in the twin towns of Pimpri-Chinchwad have not been given this benefit as the Pimpri-Chinchwad Municipal Corporation (PCMC) has not taken a decision to provide funds to the civic transport utility so far. However, the PCMC is likely to take a decision on this next week.

The Pune Mahanagar Parivahan Mahamandal Limited (PMPML) has deployed about eighty buses solely to ferry school students. “Last year we could roll out students’ scheme without any issues. However, this year, there was a confusion in implementing this scheme as the two civic bodies had not taken a decision regarding the funding to be provided for that. But recently, Pune Municipal Corporation (PMC) conveyed us its plan to fund the scheme this year as well. Following this, we also started the procedure for the implementation of the scheme within the Pune municipal limits. We are in the process of distributing the passes to students,” Deepak Pardeshi, PMPML spokesperson said. However, since the PCMC did not take a decision whether to continue the scheme, students there are still deprived of this facility, because of the delay in decision. “Unless the Pimpri-Chinchwad civic body takes a decision regarding this, we cannot extend the scheme for those students.” However, when contacted, PCMC commissioner, Asheesh Sharma, said, “Even though we have not taken a decision on this so far, we are likely to do so by next week. The standing committee will pass this proposal next week and the students who approach, will definitely get the passes.”
