 Mumbai:  An affidavit filed by the Brihanmumbai Municipal Corporation (BMC), in reply to a PIL in the Bombay High Court, has raised eyebrows for disparaging children from slums in municipal schools.

The affidavit states many students in civic schools are from slum areas and may not always be from “good” families. They often have bad habits, are influenced by movies and fight in classrooms over petty issues, the nine-page affidavit states.

The mother of Sion Municipal Urdu School student, seven-year-old Sohail Mohammad, had filed the PIL after his classmate allegedly jabbed at his right eye with a pencil in January after a brawl, leading to loss of sight. The affidavit states there was no visible injury on the boy’s eye and he had not been made to sit in class without medical attention for about two hours after the incident, as alleged by his mother Sherbano Khan.

The affidavit filed by Chhotelal L Pasi, a Beat Officer, F North Ward of BMC, says managing such children, from “jhopadpatti areas” (slums), in school was tough.

In her petition, Sherbano had sought proper guidelines to hold schools responsible in such cases and make them provide a safe and secure environment.

This is BMC’s first reply after the division bench of Justices Ranjana Desai and Nishita Mhatre pulled up the authorities for not having provided first aid to Sohail.

The beat officer, citing his experience of about 30 years, states in the affidavit that he found such children in municipal schools, influenced by movies, were ready to pick fights. “Women teachers find it difficult to solve fights between students...It is tough to prevent such incidents unless there is awareness among children and parents about good behaviour,” it states. Expressing shock and admitting BMC’s mistake in filing such an affidavit, BMC Education Officer Abbasaheb Jadhav said the beat officer had no authority to file one. “It is BMC’s responsibility to ensure security and good learning atmosphere. I would not know why BMC made someone who has no authority to file an affidavit. I will have to look into the matter and see if we can do something to correct this gross mistake on our part.”

 Pune:  Elected representatives from various political parties on Monday took on the PMC education board for failing to take swift action against the private schools hiking school fee by neither taking consent from parents nor approval from the state government.

The issue was raised by MNS corporators, saying the private school management was harassing people by hiking the school fees. “There is no check on these private schools,” they said.

Shiv Sena corporators joined the protest, demanding action by the civic administration against those schools not following the norms set up by the state government. Standing committee chairman Arvind Shinde sought a clarification from the administration on the powers wrested with them on initiating action against errant schools and the actual action initiated so far.

“The civic education board is keeping a close watch on the private schools and can initiate action only after their is a written complaint filed,” said Ramchandra Jadhav, PMC education officer.

He said the civic body serves notice to the school, seeking explaination on fee hike without state government permission and recommends de-recognition of school if there is no permission taken for the fee hike.

“We have been recommending action against the schools for violating the norms,” Jadhav said.

Civic school students will get uniforms only by July end

 Pune:  Even though the schools reopened last Monday, the school board of the Pune Municipal Corporation (PMC) is yet to distribute school equipment to thousands of students of civic school. While the civic school board officials say uniforms and other equipment would be distributed by July end, activists attribute this delay to mismanagement of the board.

“The procedure for distribution of uniforms is in the last leg. After purchasing the fabric from the Maharashtra State Handloom Corporation, we gave the fabric to self help groups as per the government resolution of 1992. The uniforms will now arrive for distribution,” Sangita Tiwari, chairman of the school board said. The PMC had allocated Rs 4 crore for school uniforms alone.

“Besides uniforms, other school material like school bags, drawing equipment and shoes will also be distributed to the students,” she said.

However, Vijay Kumbhar of Surajya Sangharsha Samiti, said, “This inordinate delay is caused by mismanagement of the school board. They should have issued the tender earlier and distributed the equipment quickly. This delay has been happening every year.”

Suryadutta Group launches fashion technology instt
The Suryadatta Group of Institutes on Monday announced its launch of Suryadatta Institute of Fashion Technology (SIFT). The institute, on its campus on Tilak Road, will offer five courses including certificate, diploma and degree courses affiliated to MS Open University, Tamil Nadu. Sanjay Chordiya, founder president and chairman of Suryadatta Group of Institutes said the courses will start from July 16. The SIFT will offer diploma, postgraduate diploma, BSc, MSc and MBA courses. “Each course will have 30 students and a fee of Rs 25,000 per year,” said Chordiya. 

Head of SIFT Shabri Shukla said, “The institute will provide education right from stitching to costume and fashion designing.”
