E-district programme: Kerala notches up a first
Kerala becomes the first state in the country to have all the districts linked into the network of e-districts. With the state-wide roll-out of the e-district programme, the government aims at bring in transparency and efficiency in the delivery of government services.
Announcing the successful completion of the e-district programme to cover all the districts in the state, Chief Minister Oommen Chandy said that this made Kerala the first Indian state to have all districts covered under e-district programme.
He said that the government was keen to ensure benefits of e-governance reaching the masses. ‘’Projects like e-district and Aadhaar should strive to bring in benefits to the citizens,’’ he said.
Referring to the tremendous response to Aadhaar registrations in Kerala, Chandy said that the state will explore possibilities with the Central Government to cover Non-Resident Keralites also under Aadhaar scheme.
With regard to IT, he said: ‘’Though the state could come top in the IT sector, we could not achieve commendable progress because of the ineptitude attitude.’’
Industries and IT Minister P K Kunhalikkutty said: ‘’The successful implementation of the e-district programme is a major step towards establishing a digital society and would help eliminate red-tapism.’’
Revenue Minister Adoor Prakash gave away the certificates of merit to the winners. Awards for meritorious performance in implementing e- district programme were presented to Sajith Babu (Revenue Department), K P Noufal (Kerala State IT Mission) and Jayakumar (National Informatics Centre).
The e-district project, conceived by the Kerala State Information Technology Mission, in association with the National Informatics Centre is being implemented to provide all government services to the common man in his locality and to ensure efficiency, transparency and reliability of such services.
With the completion of the programme, the citizens can now file applications at any Akshaya Centre and receive the certificates from the same centre.
Services offered through village offices and taluk offices will be accessible through Akshaya centres in the first phase of the project.Twenty-three revenue certificates such as caste, nativity, identity, relationship, succession, encumbrance, location and income have been already made available online in the first phase.
