Now, calculate your property tax online

MUMBAI: The Brihanmumbai Municipal Corporation (BMC) has introduced an online calculator to compute property taxes.

The system, uploaded by the BMC recently, will help citizens compute property taxes using the right formula and ready-reckoner rates.

Additional municipal commissioner Rajiv Jalota said, "The system is more discreet . You can verify facts with calculations made online and check if they are correct. The property tax bill issued by the BMC last month has details of the carpet area, age and type of property. If you notice that details in the bill and those in the tax calculator do not tally, you can call up the ward office and mistakes can be rectified. You can see outstanding bills and calculate their property tax too."

The tax calculator system also shows you how property should be assessed. The parameters that will be used to arrive at the capital valuebased system to compute property tax: Name of ward, zone, sub-zone , occupancy type (self-occupied or tenements protected under Maharashtra Rent Control Act), user main category (land, residential, commercial, industrial ), user sub-category (air-conditioning , bungalow, bank, car parking on stilts, clubhouse, coaching class, departmental store, clinic, dispensary ), date of effect, floor, floor sub-type (loft, attic, mezzanine ), year of construction, nature and type of building (luxurious, RCC, pucca building or kuccha structure), age of building, tax code, floor space index (FSI), metered or unmetered, carpet area in square metres.

Property taxes were earlier calculated by the rateable value system. The system calculates property taxes based on the maximum amount of rent fetched by a property in a year. The BMC, however, switched to the capital valuebased system, that calculates property taxes depending on present market value of the property.

Advocate Godfrey Pimenta , who has checked data uploaded by the assessment and collection department of BMC, said, "I have checked details of my property. There are outstanding amounts shown on the web site. I have made payments and submitted written proof to the BMC but the data uploaded is not up to the mark. The tax calculator will be useful for citizens."

The civic body now plans to make the payment of property tax bills online too.

What is capital value?

It is the market value of property at a specific time. It depends on the stamp duty ready-reckoner , which the government revises every year. Category-wise capital values can change like construction, user and age. The categories have different weights and these are used while calculating capital value

How to calculate property tax (Capital value-based system)

Capital value = Base value x Built up area x Use category x Type of building x Age factor x Floor factor Property tax once fixed, will not be revised for five years and after that the increase will be restricted to 40% Residential units with greater than 500 sqft carpet area will pay twice the old tax or tax calculated by new system Residential units with less than 500 sqft carpet area will pay taxes as per old system.

BMC moots interactive IT platform

The Bhubaneswar Municipal Corporation (BMC) is planning to launch a project which will integrate all of its existing information technology (IT) services and increase its interaction with the citizens of the Capital city.

The project - Integrated Project Management Unit (I-PMU) - will enable BMC to have a more transparent and accountable e-governance for the City.

I-PMU will be responsible for monitoring and coordinating timely implementation of various projects undertaken by the corporation.

 A single window clearance system for BMC’s services, simplification of procedures and streamlining of the approval process for different schemes would be some of the benefits of the project.

The pre-bid meeting for I-PMU was held on Saturday where the bidders discussed the project.

As per estimates the project will cost BMC about ` 3.5 lakh per month including infrastructure and manpower. However, the actual cost will be determined after finalisation of the agreement.

The project is expected to abide by the essence of the Public Services Delivery Act, under which it has to deliver basic services in a time bound manner.

BMC commissioner Sanjib Mishra said I-PMU will be a convergent platform for all IT projects undertaken by the corporation. It will be implemented on a larger scale than the existing online facilities.

It will also act as a two way platform and allow the citizens to keep a tab on BMC’s performance.

Uploading of a quarterly financial review of the corporation for public viewing may also be started.

For transparency, PMC seeks online recruitment of Class 1-3 employees

To check irregularities and bring transparency, the Pune Municipal Corporation (PMC) has proposed the introduction of online recruitment service for the civic body through Maharashtra Knowledge Corporation Ltd (MKCL). In a proposal tabled at the standing committee, the civic administration sought permission to have an agreement with the MKCL, whereby it could introduce the online recruitment facility.

"The MKCL, organisation promoted by the state government, offered to execute the facility for PMC," said Municipal Commissioner Mahesh Pathak in the proposal. The facility is being planned for recruitment of staff in categories of class one to three. "Class four civic staff do not need much educational qualification to be eligible for work. Thus, the applicants are unlikely to have knowledge of the internet and will be comfortable with submitting hard copies," a civic body officer said.

The pre-examination system will enable the PMC to accept applications and issue challans for payment of fee for the applicants through the online facility. It will also provide customer relationship management service of SMS, e-mail account and log-in website for each candidate. The process will include communication regarding availability of examination centres, seating arrangement and admit card to candidates for examination through the online facility. After the examination, the facility will be used to declare results, publish cut-off list and final list after compiling marks of the exam and interview.

The charge for online application processing will be Rs 125 per candidate and Rs 165 for OMR answer sheet and processing of the written examination result that will be conducted by PMC. The charges will be Rs 225 per candidate if the facility includes online application processing, examination and result processing by MKCL.

The MKCL has successfully implemented this framework of online and quasi-online recruitment across the state for more than 60 state government departments and has around 50 lakh applicants using the facility, the proposal said.

Civic activist Vihar Durve welcomed the PMC step for online recruitment. "This will make the recruitment process transparent and stop unwarranted interference of corporators. Though the recruitment powers have been recently given to the civic body chief, corporators try to push for their candidates," he said.

The benefits of technology should be effectively used by the PMC in all services, he said, adding that the online recruitment facility through MKCL should ensure that there were no problems in the system, as found in the facility of MPSC.
