Patna Municipal Corporation uploads pix of buildings under scanner

PATNA: Want to know which building - under construction, furnished or finished - in the state capital is violating building bylaws and has been slapped Patna Municipal Corporation (PMC) notice? Log on to PMC website patnanagarnigam.in and follow the link 'buildings under scanner by PMC'.

This link, available on PMC website from Sunday, shows all the 449 buildings under construction banned by the PMC as well as the 792 buildings the PMC has served notice on for violating building bylaws. The map also shows the location of the buildings.

PMC commissioner Kuldeep Narayan said these building are under PMC scanner. "It is a step to make Patnaites aware about the illegal constructions going on in their neighbourhood and also to warn those who are planning to buying new property," Kuldeep said.

On Sunday, the PMC uploaded only the pictures and location of buildings. "On Monday, we would also upload the list of buildings (their name and address) along with their ward number and police station area they fall under. This would make their identification easier," he added.

Also, the details of the building designs and preview reports approved by empanelled architects would be uploaded on the website defining the irregularities in actual shape of the building and the approved building designs.

Earlier, PMC had given a month's time for furnishing details of more than 11ft high buildings coming up on a less than 20ft wide road under different categories - furnished, under construction and finished super structure, among others.

In compliance with the Patna high court order in connection with a writ petition filed by Narendra Mishra (CWJC 8152/2013), the corporation has served notice on 792 buildings and stopped works on 449 under construction buildings across the state capital for suspected violation of building bylaws.

A PMC official said, "We have received information that despite PMC order, many builders who have received notice from the corporation to stop the construction are still carrying on with the work, especially at night." The official added, "We are identifying such builders and stern action would be taken against them."

PMC officials expect these pictures would help them in comparing the status of the building in the pictures when the construction was stopped and the present state to know whether the builder continued with the construction work or not.

The PMC website also carries a link 'register complaint regarding irregular building construction' inviting all to give details of any irregular construction going on in their neighbourhood. "One can also upload pictures of the building from their mobile phone and can upload in the complaint form. We would check each and every building against which complaint would be lodged," said the PMC commissioner. However, if you want to hide your identity, it is not necessary to give your details in the complaint.

Delayed digitization stalls collection of property tax

NASHIK: The Nashik Municipal Corporation (NMC) is likely to complete the digitization of the properties records by this month end, after which property tax collection for this financial year will begin.

Along with computerization of various records, around 3.50 lakh properties have been digitized. During the process, records are being verified by checking the actual existence of the property. The exercise began from this financial year and is expected to be completed in a month.

This has delayed the issuance of property tax bills and the collection of the same in this financial year since April 2013.

"Of the six divisions of the city, only the West division has finished matching the digital properties with the actual property. The work of the other five divisions is going on and will be completed this month," said an NMC official, adding "From next month, the tax collection system will be regularized and we can start collecting the taxes."

The official said that the properties are being digitalized to make the system more effective and transparent. Digitization of properties will also help in making the tax recovery system more effective and increase the revenue of NMC through property tax, he added.

Also, the NMC has decided to merge the water and house tax departments for better management of tax collection with the available staff, as both the taxes can be collected at the same time by one person. The 162 employees will be allocated locations from where they can collect both the taxes from the property owners.

From this financial year, the NMC will be issuing half-yearly property tax bills instead of once a year as per the Bombay Provincial Municipal Corporation Act, 1949. Defaulters will be fined 2% of the bill amount.

MYSORE: The Mysore Urban Development Authority (Muda) has gone a step ahead in adopting technology by asking public to send e-mails to get their grievances addressed.

While earlier citizens had to visit the department concerned to obtain any information about their land and other related works, the new venture is expected to make dissemination of information faster.

Public could use e-mail facilities to seek information on building plans, change of land use, master plans, and zonal regulations. "Similarly, for issues related to development of layouts, civil works and basic amenities, the superintendent engineer could be contacted at via e-mail," said Muda commissioner C G Betsurmath.

E-mail IDs of seven department heads of Muda have been provided to public, including a general ID for seeking miscellaneous information.

Speaking to TOI, Betsurmath said that Muda has set up a separate server for the purpose. Heads of each department will check the mails on daily basis and reply to it. "If a mail does not pertain to a particular department, it will be forwarded to the concerned one," he said.

Citing an example, he said if an applicant wants information about the development in progress on an acquired plot or allotted site, the department officials will respond with details that include the progress of the project and the time needed for its completion on e-mail. The commissioner said all the e-mails will be regularly checked and replied to without any delay.

The new development by Muda has been welcomed and accepted by department officials. "We are ready for the change. We have seen the tough times faced by citizens to file a complaint or seek details on land records," said Mahantesh V N, a junior engineer, Muda.
