Varanasi Municipal Corporation zonal offices to be interconnected online

VARANASI: Varanasi Municipal Corporation (VMC) is looking forward to bring efficiency through e-governance. The servers of all the five zonal offices and also that of Jal Kal will be connected to a centralized server located at the VMC head office. A proposal in this regard has been sent for state government's approval.
 


All the servers of zonal offices of the VMC will now be connected to the main server at the VMC head office to ensure data security, using radio frequency (RF). At present, the data collected from all the zonal and Jal Kal offices is fed into the main computer in the VMC head office through pen drives on daily basis.
 


It would be a step forward in the direction of bringing all the services provided by VMC under the e-governance plan under the Jawaharlal Nehru Urban Renewal Mission (JNNURM). It is mandatory to introduce e- governance in urban local bodies (ULBs) under JNNURM.
 


At present, all works related to house tax collection are being done at the computerised tax collection centres at different zonal offices and at the VMC head office separately, which makes it difficult to have a common pool of information of data regarding the house tax online. Same is the case with the information related to death and birth certificates and public grievance redressal. Through this system, people can get their unrecorded buildings recorded and submit the house tax of the building.
 


VMC nodal officer for e-governance plan Sachidanand Singh said that radio frequency connectivity would help local bodies to address the public issues in a deft and efficient manner. "The entire set up for the radio connectivity will cost around Rs 20 to 22 lakh and require a latest server and an advanced server room at the computer cell of VMC," he added.

The Hyderabad Metropolitan Development Authority (HMDA) will soon start issuing building and layout permissions online through the Integrated Online Building Permission Management System (IOBPMS).

This will help avoid corruption in the town planning section and also the delay in getting building plans sanctioned. At present, it would take four to six months, or even more, to obtain a building permission. When the proposed building permission management system (BPMS) is implemented, it will be possible to get the permission within two weeks.

Last month, the HMDA invited Expression of Interest (EOI) from registered companies or consortia for the development of BPMS. The last date is June 18. The contract will be awarded through a two-part bidding.

HMDA officials told Express that online building permission approval system is in practice in smaller cities like Indore, where the owner or builder fills the application online and uploads the building drawings in a given format. Till now, the HMDA is according technical approval to layouts, group housing, and residential, commercial, institutional, industrial, warehousing buildings etc manually.

HMDA proposes to adopt a phased approach to BPMS. Initially, group housing, layout and building permissions will be offered. Layouts, group housing etc would also be synergised with the master plan database at HMDA, they added. As for industrial buildings, the Central and state governments are working on the e-biz project, the officials said.

CCTVs to monitor dog sterilization at NMC centre

NASHIK: Two closed circuit television (CCTV) cameras have been installed at the Nashik Municipal Corporation (NMC)'s dog sterilization centre at Vilholi to monitor the process.

The NMC had decided to install the CCTV cameras to keep tabs on the sterilization process and the dogs that are brought into and taken out of the centre to release them back to their territories. Accordingly, two CCTV cameras have been installed at the sterilization centre.

"The electric department has fixed the CCTV cameras a few days ago, but these are yet to become functional. The cameras will start functioning within two days once the electric connection is in place," said Dr Pramod Sonawane, the veterinary officer of the civic body.

He added that one camera has been set up at the operation theatre where the sterilization process takes place, while the other had been mounted at the entrance of the centre to monitor the entry and exit of the dogs. being brought in for sterilization and taken out for release after the process.

"The aim is to maintain transparency and to know the exact number of dogs sterilized," the officer said.

The sterilization of dogs within the city limits is being done by am NGO, Society for Prevention against Cruelty to Animals (SPCA), Udgir (Latur), since January 1.

The NGO was entrusted with the task of sterilizing the dogs on an experimental basis for three months, following which the project was to be regularized. NMC officials said the process got delayed because of the elections of the standing committee and the prabhag samiti chairpersons. The NGO, however, kept getting extensions of a month at the end of each month.

"A proposal of Rs 75 lakhs has been prepared for regularizing the process and we are awaiting the approval of the general body. The proposal is pending because two meetings of the general body had been cancelled. The proposal will be presented to the general body for its approval during Saturday's meeting. The SPCA will continue with the process till then," Dr Sonawane said.
