Kolkata Municipal Corporation gives nod to Reliance 4G in Kolkata

KOLKATA: Decks were cleared for introduction of 4G connectivity in Kolkata after a group of senior officials from Reliance held a meeting with civic top brass at the Kolkata Municipal Corporation (KMC) headquarters on Monday afternoon.

In the meeting, it was decided that KMC will fix the fee for laying underground cables after consulting civic authorities in Mumbai and Delhi since cable lines under 4G technology have already been laid in these two metro cities.

A senior KMC official, however, said that Monday's meeting was convened to iron out differences that had come up in the previous meeting held between the civic body and Reliance.

Several civic departments had objected to the preliminary proposals from the private player, the official said.

Firstly, the KMC roads department had made it clear that under no circumstances will the department allow Reliance to dig up mastic asphalt roads for laying of cable for introduction of 4G. The KMC lighting department too had objected to using its lamp posts for hanging wires in lanes and by-lanes where digging of roads wasn't possible.

"Now, we have decided to let them dig roads on condition that they would pay the restoration fees," said Atin Ghosh, mayor-in-council member overseeing the KMC engineering department.

Last May, Mukesh Ambani-controlled Reliance Jio announced rolling out of 4G connectivity in Bengal to offer faster speed and better data distribution. The investment would stand at Rs 3,000 crore, the firm had said.

According to industry sources, Reliance will use the method of directional boring or horizontal directional drilling (HDD) for laying the fibre optic network. The method is a trenchless way of installing underground pipes, conduits and cables.

Reliance had earlier announced its plans to roll out 4G connectivity across the state with an investment of around Rs 3,000 crore. Earlier the company said that the plans are to set up 3,500 towers across 56 towns. A network of around 5,500 km of optical fibre cables is also planned to be laid across the state. Almost half of the optical fibre network will be in Kolkata and areas adjoining the city.

Industry sources said the company could take on lease 25% - 30% of its telecom infrastructure requirements from Reliance Communications.

Tarun Jhunjhunwala, business head and state mentor (East), Reliance Jio, had said the target is to start 4G services in metros by the end of the first quarter of 2014. Industry sources said that laying of optic fibre netwrok has already started in districts of West Bengal.

Forget the tedious rounds at the circle and ward offices of the municipal department to register the new addition to your family. The Greater Hyderabad Municipal Corporation (GHMC) launched an initiative to deliver digital birth certificates to new mommies and daddies at their doorstep. To add that humane touch, the digital certificate will be accompanied by a congratulatory note on behalf of the GHMC Mayor and GHMC Commissioners.

The scheme was launched on Monday by the mayor M Majid Hussain in the presence of commissioner M T Krishna Babu at the GHMC head office. The birth certificates will be couriered directly to the designated address free of cost, despatched twice a week. “The package will also contain details of the vaccination schedule for the baby to spread awareness among the parents regarding the doses and schedule for BCG, DPT, Measles, DT, TT and Vitamin doses,” said the Mayor.

The complaints against the delay in obtaining birth certificates from the circle and ward offices within the GHMC limits prompted the measure to expedite the process and provided much-needed relief to the parents. “We have provided user names and passwords to about 100 hospitals in the city. The login can be used for the registration of births and deaths at these hospitals,” said commissioner M T Krishna Babu. The online entry of an event will immediately process the request for the certificate which will then be forwarded to the courier services along with other components of the package for delivery. The hospital authorities will also inform the parents regarding the schedule for vaccinations on their mobile phones as per the contact information supplied.

So far GHMC  has computerised 75 lakh records of birth and death events since 1957, out of which 27 lakh records starting from the year 2000 have been digitized and are readily accessible to the public. “Digitization of the data from 1990 to 1999 is under progress,” added the commissioner.

The City Corporation is busy making preparations to submit the proposals of the Annual Plan online to the District Planning Committee as the deadline for submission is getting over by June 15.

Numerous projects under various heads numbering around 20 are furnished in the Plan. Discussions of working groups and standing committees have been taking place this month and some of the additional proposals made during the budget announcement have also been included. For the 2013-14 financial year, a total of Rs 120.95 crore is expected from the Development Fund and Rs 31.71 crore as the maintenance grant of the Plan Fund.

The major allocations in the Plan are for public works, poverty alleviation, welfare and shelter categories. Some of the ambitious projects proposed for the financial year include a centre for autistic children, recreation centre for the elderly, de-addiction centre and mobile cafes. As many as 30 proposals are thus listed under the welfare section.

Last year also, the proposals were submitted online. But unlike the previous years, the draft annual plan and annual budget were presented together this time.

The budget this time includes a slew of 71 proposals.
