Online bidding for VUDA shops

VUDA invites applications, online, for allotment of shops and office accommodations at its premises.

A notification has been issued inviting applications in sealed offer-cum-online bidding for allotment of one shop at Kurnmannapalem shopping complex, four bunks at Sagar Nagar, 16 shops in Seethammadhara Janata Complex first floor, two shops in VUDA Park Phase-II, mini canteen in VUDA Park Phase-1 and food court-1 atop Kailasagiri.

Online applications are also invited for allotment of two office accommodations at MVP Sector-III and Udyog Bhavan ‘A’, ‘B” and ‘C’ blocks. Allotment will be made on monthly license fee basis. For other details, terms and conditions and online bidding, log on towww.vuda.gov.in.

Last date for applying online and dropping the filled application form hard copy along with challan, SC/ ST certificates applicable in the tender box arranged at the chambers of the Secretary, VUDA is June 10.

MC Commissioner R K Verma on Monday said the civic body would work on introducing a system of electronically generated slips by parking contractors so that people were not overcharged.

The statement came in the backdrop of parking contractors overcharging at various places where parking lots are given on contract. One such incident came to light on Sunday when city resident Harpreet Singh visited Guru Teg Bahadur Charitable Hospital, Model Town, and was asked to pay Rs 20 for parking his car.

However, the parking rates notified by the hospital on its reception clearly specify Rs 10 as the rate. "I asked parking guy why we should pay Rs 20 and he simply said that because it is Sunday, rates are doubled. Nowhere the hospital has mentioned that on Sundays we have to pay double. There is no such rule but just overcharging being done by the contractor," Singh said, alleging that the parking employee also misbehaved.

When contacted, Dr R S Sodhi, medical superintendent of the hospital, said, "The contractor was given charge recently and if this incident is true then we will terminate his contract immediately. First let us conduct an inquiry and if found guilty, action will be taken."

Similar complaints came from Feroze Gandhi Market.

On condition of anonymity, a resident said, "The rate for parking a car is Rs 20 but contractor takes Rs 25 and for a scooter, rate is Rs 10 but Rs 15 are taken. When we ask the contractor, he terms it a part of service tax. In MC contract, it is clearly mentioned that the contractor will not recover service tax from people but this is what is going on at the market."

On March 22 this year, the MC had auctioned this parking lot for Rs 1.90 crore to Krishna Lal and Sons, and the civic body claimed that "there will be no harassment of people with rates fixed at Rs 5 for cycle, Rs 10 for scooter and Rs 20 for car".

The contractor also allows illegal parking on roads near Nehru Sidhant Kender just to mint extra money, alleged a shopkeeper from the market.

MC commissioner R K Verma, when contacted, said, "Our officials will be sent to the spot to probe and action will be taken against contractor."

Surveillance cameras to capture waste dumpers

The second phase of the installation of surveillance cameras at waste dump sites will be launched by next month. Proposed in the Kochi Corporation’s 2012 budget, the `10-lakh project will see the installation of cameras at dumping yards on roadsides, border areas of the Corporation and abandoned properties.

The Corporation has already requested Keltron to provide the necessary surveillance cameras, which the state-run agency is expected to deliver by the month-end. Initially 10 such cameras will be installed in various parts of Kochi and the areas that lie between the border of  Corporation and neighbouring municipalities and panchayats.

“In a recent analysis, we have noticed that the majority of the households in the city, including residential complexes, have a systematic mode for waste disposal. But illegal dumping is rampant mainly in areas under panchayat and municipality limits. We are planning to focus on such areas,” said Kochi Corporation Health Standing Committee chairman T K Ashraf. On the basis of the footage from the surveillance cameras, the offenders will be identified and stringent action taken against them. “We will seek the help of the surrounding local bodies for the successful implementation of the project. The areas where the cameras are to installed will be finalised soon,” he said.

Swiss challenge

Meanwhile, considering the delay in the tender procedures for setting up a new solid waste treatment plant at Brahampuram, the government had now issued an order to adopt the ‘Swiss Challenge’ method for implementing the project. Swiss Challenge method is a  competitive bidding process, where no bidder will be given a predefined advantage.The submitted proposals that are technically and financially feasible will be published under this method. If a much better proposal is submitted later by another agency, that will be considered and given priority. Since the tender procedures will take at least one year’s  time for processing and allotment, the Swiss Challenge method is expected to help in the speedy implementation of the project.
