Anywhere property registration to be reality by July in AP

Come July, anywhere registration of properties will be a reality in Andhra Pradesh.

Any house or land, irrespective of location within the State, can be registered across any one of the 432 Sub-registrar Offices in any part of the State, Vinod Kumar G Agarwal, Principal Secretary, Government of Andhra Pradesh, said.

“This will be possible with the Government establishing a massive State Data Centre in IT hub of Gachibowli with a capacity of 100 terra Bytes and with a disaster recovery centre outside of Andhra Pradesh. Thus far 258 offices have been covered and the rest will be online with this facility within couple of months,” he said.

Speaking at an interactive session with the representatives from the real estate sector at the Federation of Andhra Pradesh Chamber of Commerce and Industries, he said, “Every property in the State will have unique identity and can be located based on the identity by using certain coordinates,”

With the entire registration process going online, he said, “It will be possible for people to complete the filling up of forms sitting in the house, booking a slot for registration and completing the process without any delay.”

Franking machines

The State Government is also considering the possibility of allowing firms to have franking machines, which will enable them to print a stamp paper and use it.

Referring to the recent changes brought about in the stamp duty structure and market values of properties, he said with these changes, Andhra Pradesh will have the lowest rates across the country, next only to Union Territory of Delhi.

The State has reduced the stamp duty from 7.5 per cent to 6 per cent in urban areas and 8.5 per cent to 6 per cent in rural areas. It was about 13.5 per cent about 8 years ago.

The Government has also concurrently revised the values of land to bring them on par with what the market conditions are, he said.

During the meeting, the Federation President, Devendra Surana wanted some changes to be brought about to further streamline the registration process.

NASHIK: With the digitalized system of recording properties within municipal limits newly implemented by the Nashik Municipal Corporation (NMC), there has been an addition of 18,000 new properties this year.

Along with other computerization of records, the Nashik Municipal Corporation (NMC) had begun with the digitalization of its properties from this year. Till date the NMC has digitalized around 3.25 lakh properties so far recording an addition of 18000 new properties and officials inform that the rest of the properties will be digitalized shortly. This is part of the NMC's plan to make the system more effective and transparent.

An NMC official said that many properties that have not been registered so far but will soon be added to the list. "The number of unregistered properties will reduce as a result of this and gradually such cases will be under control. Many irregularities can be checked through this," he said. Commenting on the installation of over five lakh set top boxes in the city,

He also said that the digitalization system would bring to the fore all the registered and unregistered properties and consequently the exact number of properties in the city will be recorded.

He said that it would take a few months to complete digitalization of the entire city's properties but could not mention the exact period when it would be completed. "We are trying to complete it soon but new properties keep getting added. The addition of 18,000 new properties in a matter of few months shows the rapid growth of the city," he said.

"Digitalization of properties will also help in making the tax recovery system more effective and increase the revenue of NMC through property tax," he added.

Apart from this the NMC has also undertaken digitalization of service books of all municipal employees this year and the project is expected to be completed within the next 2-3 months.

Mobile app to help govt officials take decisions on the move

Ospyn Technologies, a company based in Technopark here, bets big on the business of e-governance.

It is promising to take decision-making to the wireless world, enabling government officials track files and sign them on the move, with the help of a mobile application it has developed for its proprietary file processing system, digital document filing system (DDFS).

The app can be operated on iphone, ipad, android and other smartphones, say Prasadu Varghese, chief executive and managing director, and Kishore Kumar, chief technology officer, Ospyn.

DELAY CUT DOWN

A major cause of concern in a majority of government departments is the delay caused in the physical movement of files from desk to desk, Varghese said.

Once DDFS is implemented in departments, documents are passed on electronically. Delays and overheads associated with paper based document distribution are significantly reduced.

DDFS will help distribute and retrieve documents instantly without hindrance of any geographical boundaries.

The traditional filing system involved paper-based filing systems, which apart from being space-consuming and tedious, also poses serious cost and security concerns.

Records management, data sharing, distribution and information retrieval become more complex and difficult, thereby decreasing operational efficiency.

RECORD REPOSITORY

DDFS addresses these issues and provides tools to create, retrieve, distribute and organise documents, Kumar said.

It enhances business performance and productivity, while increasing efficiency and reducing the cost and clutter of maintaining paper records.

For instance, in the Government Secretariat here, all old files are scanned, converted to digital form and archived in a record repository.

DDFS has been integrated to this database and hence, users can access old record files through DDFS, without leaving their seat.

DDFS enables officials to keep an attentive eye on ‘peeping toms’ and also to control use and viewing of data or documents.

FILE STATUS

Malpractices such as replacing pages in a file, replacing an entire file, file stealing etc can be effectively checked by implementing DDFS.

Through DDFS public portal, file status and stages can be made public. It eliminates all issues associated with lost or misplaced documents.

Officers will have quick and instant access of relevant data and documents, enabling rapid decision-making.

Kumar said that systems such as ‘e-district’ as part of e-governance are used to improve transactional capabilities and processes of Government departments.

An efficient e-governance requires a smooth and streamlined functioning of both decision-making and transactional systems. DDFS has both, Varghese and Kumar added.
