Install CCTVs at slaughter houses: Govt

 

LUCKNOW: The Uttar Pradesh government on Sunday ordered installation of CCTV cameras in all the slaughter houses and closure of illegal ones operating in urban areas. The government has also issued directions for setting up a committee in all the urban local bodies to check illegal slaughtering of cattle, an official statement said. The committee will hold regular monthly meetings with the departments concerned.

In a directive issued to director, urban local bodies, district magistrates and executive officers of nagar palika parishads and nagar panchayats, principal secretary urban development ordered installation of CCTV cameras in all slaughter houses to keep a close watch on their activities.

He said that the step would not only check cruelty against animals in slaughter houses, but also help in effective implementation of pollution control measures. He also stressed on carrying out ante-mortem and post-mortem of cattle meant for slaughtering. Emphasis has also been laid on adherence of water and air pollution control measures as prescribed under the relevant rules and regulations for these places.

NAGPUR: Though Nagpur Municipal Corporation (NMC) has completed 95% work on e-governance project and spent Rs 16 crore on it, it has not been utilizing it. Municipal commissioner Shyam Wardhane, on Tuesday pulled up officials for this and asked them to begin utilizing it in seven days starting Wednesday.The Central government had approved e-governance project on June 2, 2009, under JNNURM. NMC was to prepare 49 modules for its 61 departments.

The project was to replace paper work with computerized working so as to improve civic services along with expediting the works and maintaining transparency. Sources told TOI that Wardhane came to know of the reluctance of officials towards e-governance during a review meeting on Tuesday. "Thirty six of 49 modules are completely ready for use and also connected with the server. But departments are not using it for obvious reasons. Wardhane has directed all 61 departments to start e-governance in seven days," said sources.NMC officials are even submitting false information to central and state governments.

In its recent monthly progress report of JNNURM projects submitted to the government, NMC had claimed that 95% work of e-governance project was completed. It went on to claim that eight modules were being used and work to complete integration of all modules was in progress. The eight modules were birth and death registration, citizen grievance monitoring system, accounting, property tax, e-tendering, licences, water billing, building plan approvals and personnel management system.

In reality just three departments were using the e-governance. These are birth and death registration, public works department and accounting, a senior official said. "e-tendering implemented in the NMC was not part of e-governance project. The citizens' complaints were to be addressed through e-governance but nothing is being done. e-governance in property tax and water departments may minimize inconvenience to the citizens but officials are ignoring it," he said.

CCTVs to watch over 'unsafe' New Town

KOLKATA: In its spree to improve infrastructure in the township, the New Town Kolkata Development authority (NKDA) has decided to tighten security arrangements in Rajarhat. The administrative body has made amendments in the building rules, making installation of closed circuit televisions (CCTVs) and security alarms compulsory for all buildings constructed on plots having an area of one acre and above.

The authorities are conducting a fresh review to take into count the number of highrises that have CCTVs and security alarms installed. Hidco chairman cum managing director Debashis Sen said earlier there was already a provision of installing such security devices, but it was not mandatory.

"The amendment has been made in the New Town Kolkata (building) Rules 1999. The rule states that it is compulsory where it has been made compulsory for all buildings in Rajarhat-New Town - that have come up or will be constructed on a plot of one acre and above - to set up CCTVs and security alarms. This has been done keeping in mind the safety and security of the residentsand those who are coming up," Sen said.

Recently, Sen held a review meeting with NKDA officers where it was found that CCTVs and security alarms are installed in only about a dozen of bulk housings or commercial institutions situated in the area. Rajarhat New Town so far.

This apart, all the major big residential housing apartments in New Town have their own security arrangements, including having private security guards at the gates and security and fire alarms. However, several cooperative and other residential flats and commercial institutions on small plots of one or two acre that are under construction are yet to adhere to the security measures. coming up and many more are slated to come up soon and many of these buildings are yet to have such CCTVs or security alarms in place yet.

Officials said the provision of installing CCTV and security alarms is verified while giving occupancy certificates. The commissioner of Bidhannagar police commissionerate, Rajeev Kumar, said they have instructed given instructions for all developers in Rajarhat-New Town to furnish them with the details of security arrangements before getting a clearance.

The police have also stepped up mobile security after a few incidents of crime were reported in the area. Though no spine-chilling murder or robbery has occurred in any of the existing residential housing complexes so far, the roads in Rajarhat - particularly towards Action Area II and III - become very unsafe after sun down, especially for the women. Some time back, a woman was allegedly raped inside a car in the night at Rajarhat after she was picked up by some miscreants from the city
