Go online for birth/death certificates

BANGALORE: There was a time when you had to run from pillar to post to obtain a birth/death certificate. Unfortunately, it still continues for many despite the new e-way introduced by the city corporation for this purpose in early 2010.

The online registration process of the BBMP helps one obtain a first free copy of a digitally signed certificate within 21 days since applying for it. Extra copies are available at a rate of Rs 50 for one copy and Rs 10 thereafter. There are 48 registration centres across the city, including 37 member of health (MOH) offices, six BBMP referral hospitals and five major government hospitals.

Apart from these registration centres, the certificates can also be availed at all citizen service centres of the BBMP like at BangaloreOne centres, health centres and the corporation head office.

The registration system is not yet 100% online and one still needs to submit a hard copy of the birth/death events to the registration centres for the online entry. However, the corporation hopes to complete the online link shortly to facilitate easy e-transfers from hospitals and nursing homes directly.

"It's a very simple process. But, the biggest problem with birth/death certificates is the lack of awareness among people. This is reflected in their indulgence in paying bribes and queries to us. The only bribe that I had to pay until now was for my father's death certificate," T R Raghunandan co-ordinator of "I paid a bribe" campaign of Janaagraha told TOI.

LODGE A COMPLAINT IF BRIBE IS DEMANDED

In case one still has problem with the new online registration process, all you have to do is approach the joint director (Statistics)/BBMP control room or the BBMP commissioner.

Kozhikode: The City Corporation website www.kozhikodecorporation.org is getting a changeover from the existing html (HyperText Markup Language) system to the Content Management Framework format from January 1.

Kerala State Electronics Development Corporation Ltd. (Keltron), a public sector company, has designed and developed this user-friendly site using ‘Joomla,' a free and open source content management software for e-publishing.

The Joomla package allows clients to modify and upload content without the support of the webmaster or service provider. The new website will have dynamic pages unlike the static pages now available, said A. Gopakumar, engineer, Keltron.

Officials said the Kozhikode Corporation would be the only civic body in the State utilising the services of Keltron for website maintenance. It will continue for five years. The official websites of most civic bodies in the State are serviced by Information Kerala Mission.

N.V. Sujeeth, Superintendent, Janaseva Kendra, told The Hindu here on Wednesday that the new format would not need a separate programming language. Clients could manage the website by uploading, updating and deleting the content of any links on the site without hassles. The makeover of the website is expected to bring in new features aimed at improving e-governance in the city. Besides, the format will also address civic issues related to the residents of the erstwhile grama panchayats—Beypore, Elathur and Cheruvanur- Nallalam—recently merged to the Corporation.

The customised website will accommodate more data, from the existing 200 MB to 500 MB. The sub-links attached to the eight menus will provide improved services to citizens. Adequate security features have been incorporated to avert possible hacking.

Gradually, facilities such as e-payment and interactive links would be introduced. As of now, complaints and emails could be sent to the respective departments, Mr. Sujeeth said.

He said Joomla was a well-tested and effective tool that helped build the website with powerful online applications. The new format will help the Corporation to keep track of every piece of content on the website like a library storing and tracking data on books and journals.

Uploading of content, including text, pictures, sound track, video and documents, would also be easy. No technical skill or knowledge is required. Earlier, the webmasters had to be contacted to update data on the website, like council decisions or inviting tenders. This usually resulted in delays, Mr. Sujeeth said.

The new software will also bring the content and the template together to produce web pages. It has other features such as built-in help files, content display scheduling, database-driven engines, text edit similar to Word Pad and over 400 news feeds.

Residents can get better online services such as getting information on building construction and property tax and obtaining birth, death and marriage certificates.

ONGOLE: Municipal Administration Minister M Mahidhar Reddy on Tuesday announced interlinking of urban civic bodies in the state through internet by March 31.

Talking to reporters after taking part in various programmes in Kandukur, his home constituency, the Minister said all municipal corporations and municipalities would be given a grading based on their performance in implementing the citizens charter.

The citizens charter outlines the time to be taken by the civic bodies for providing various services to the citizens, including registration of births and deaths.

He promised to make appointments in various civic bodies to remove municipal staff shortage.

He also assured people of Kandukur to provide drinking water before coming March and strive for its development as a model municipality.

Tenders had been finalised for changing of gates for the Ralapadu project.

Taking part in the emergency meet ingof the Kandukur municipality, he announced Rs. 2 crore for upgrading all roads in the town into cement roads.

He ordered a survey by officials to study the reasons for fall in collection of trading licence fee.

Special budgetary allocation would be made for improving civic infrastructure in 84 urban civic bodies, he said.

He urged officials to issue press statements informing the public about unauthorised layouts and also cut power and water supply to such layouts to curb their mushrooming which resulted in haphazard growth of the town.
