Soon, property assessment documents on civic website

 Pune:  The Pune Municipal Corporation is set to upload documents related to assessment of properties on its website so that citizens need not visit the civic body office if they have any objection to the tax charged on their properties.

“The civic body prepares a certificate of tax assessment of each property after the completion certificate is issued by the city engineer’s department. It gives the name of the owner, actual area, date of assessment, name of the assessment officer and address of the property. The tax is charged on basis of assessment,” said PMC tax assessment and collection officer Vilas Kanade.

He said the work of scanning the documents had almost been completed. “They would soon be loaded on the website of the civic body so that they can be accessed by citizens through Internet.” He said the PMC already had an online payment facility for property tax, but making the assessment document available on the Internet would further ease the entire system. The initiative would also help the administration to check old documents that are in bad condition. “We are covering one area after the other and making note of documents missing from the records.”

Civic activist Vivek Velankar said the initiative was a good example of making use of information technology. “The documents being made available on the Internet will help citizens to check the tax charged on the property. Most of the time, it is difficult for the PMC to locate the document demanded by citizens,” he said, adding that it would save a lot of time.

The detailed information about properties would also be helpful to prospective property buyers. Velankar said, “Many would benefit from the PMC initiative and would simultaneously help the administration to maintain records. The PMC should also keep a backup of all the documents on Internet as it might get lost if the system crashes.”

MC begins e-tendering process

LUDHIANA: For bringing transparency in the allotment of tenders, the Municipal Corporation has finally initiated the e-tendering procedure for development works in the areas falling in Zones A, B and C, worth Rs 33.51 crore for the first time. This has been done to curb corruption among employees as well as to keep a tab on the activities of the contractors.

Having already floated e-tenders for development works, especially the construction of roads, the estimated cost of each development work had been kept above Rs 10 lakh. The authorities had

called tenders worth Rs 6.73 crore for development works in Zone A, Rs 7.98 crore in Zone B and Rs 18.80 crore in Zone C.

For participating in the e-tendering process, the contractors would have to register themselves with website ? etender.punjabgovt.gov.in and get a user ID and password, available on the official website of Ludhiana Municipal Corporation. The online sale of the bidding documents was on till December 22 while the tenders would be allotted on December 23.

An MC official said that the e-procurement would provide transparency, result in saving of time and money, ease of operation to the implementing organization and to the vendors. The most important aspect was that contractors were no more required to come to the office for tendering process besides the common problem of tender pooling could be solved, he added.

While giving information, superintendent engineer (designs) DPS Wadhwa said that beginning the process, e-tenders had been invited for various development projects. Notably, the state-run Punjab Infotech was providing facilitation services through partnership

with ITI Limited, which was a government of India organization. E-procurement would be made effective in all municipal corporations, Punjab Municipal Infrastructure Development Corporation and Punjab Water Supply and Sewerage Board.

HYDERABAD: The Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB) is toying with the idea of accepting applications for water connections online to cut down delays and corruption.

Presently, the Water Board accepts applications manually through the `single window cell' (SWC) at its head office at Khairatabad. "Processing of each application is taking at least a month. Physical inspection is mandatory to sanction a new water connection," HMWS&SB general manager, single window cell, S Anand Swaroop, told TOI.

The Board officials had also discovered that some employees were demanding bribe from applicants for processing their applications. To avoid this, the Board proposed to the launch online system, Swaroop said.

At present, the Water Board receives over 3,000 applications at SWC every month. The SWC staff forward these applications to divisions concerned. If the online system comes into vogue, the applicant need not visit SWC, Khairatabad. They can directly access the Board's website and fill up the form, the GM said.

Once the form is filled and submitted, the system would generate a date, time and name of the division. The applicant has to take a print-out, visit the division concerned with the necessary documents and pay the necessary fee either in cash or demand draft at the designated counter. Then, the system would generate a number just like a receipt. The applicant can track the status of his/her application on the website, the official added.

On their part, the staff manning the website would forward the application to the division in-charge concerned, who would verify it and send it to the engineering branch for physical inspection. Swaroop said help desks would be set up at Water Board offices to help applicants fill the online applications. The entire process would be completed within 10 minutes, he added.
