Get birth/death/marriage certificates online

Minister for Local Self-Government Paloli Mohammed Kutty on Thursday inaugurating the online facility launched at Thiruvananthapuram Corporation.

THIRUVANATHAPURAM: Turning a new leaf in the e-governance system in the state, the local bodies have been equipped to distribute birth/ death/ marriage certificates online. The state-wide inauguration of the facility was launched at Thiruvananthapuram Corporation by Local Self-Government (LSG) Minister Paloli Mohammed Kutty on Thursday.

The Thiruvananthapuram Corporation had witnessed serpentine queues that extended out to the roads  a few months ago  when parents flocked to the office to register for birth certificates of their wards for a project.  Mess would be a mellowed description of the chaos the local body had then witnessed.  But, some good has finally come out of all the mayhem.

With the distribution of certificates going online, there isn’t the need for queuing up before the offices of local bodies anymore. In the beginning, certificates for births and deaths registered from 2006 and for marriages registered from 2008 would be issued online. The City Corporation had also implemented the online facility to give away building permits a few months ago, but there have been many complaints against it. Inaugurating the facility, Paloli said that the propaganda against the online facility for distribution of building permits ‘’is a planned agenda being implemented by vested interests to mar the image of the CPM-led Council in view of the impending local body elections.’’

In Guruvayur municipality, all registrations from 1970 have already gone online. Vellanad grama panchayat in Thiruvananthapuram district, Thalikulam in Thrissur district and Thanaloor in Malappuram district have also come up with data dating back to 1970. The details of the registrations would also be made available in the website from September.

The certificates can be downloaded, a print taken and used by the public. A statement from the LSG Minister’s office said that the Education Department was considering the necessary measures to be taken to admit students with online certificates.

It is the Information Kerala Mission (IKM) that has developed the software to make the system online. The Guruvayur municipality has set up a touch screen facility to enable the public to know the status of their applications. The local bodies are also gearing up to install e-payment facilities through their offices, thereby providing a facility to pay property taxes from anywhere in the world.

Punjab local bodies shift to e-tendering

Special Correspondent

CHANDIGARH: In an effort to ensure transparency, the Department of Local Bodies in the Punjab Government has decided to introduce e-tendering for its works from September 1. This would also reduce unnecessary paper work and save time and money of contractors involved.

Disclosing this on Wednesday, State Minister for Local Government, Industries and Commerce Manoranjan Kalia said: “The e-tendering system will be implemented for various types of contracts for developmental works, procurements of goods and services in the department of local government to obtain most competitive and suitable bids.”

The Minister said the automation would drastically reduce paper work and bring down expenditure incurred on publication of large size tender notices. “The most important aspect is that contractors are no more required to come to office for tendering process. Tender documents would be available for sale and be also received online,” he said.

The State-run Punjab Infotech would provide facilitation services through partnership with ITI Limited, which is a Government of India organisation. E-tendering would be made effective in all municipal corporations, Punjab Municipal Infrastructure Development Corporation and Punjab Water Supply and Sewerage Board immediately.

While the contractors and suppliers would be required to obtain digital signatures for participation in e-tendering process, the department plans to organise workshops for training and awareness about the new system.

BBMP to freeze sim cards of 1,292 staffers

Bangalore, August 3, DHNS:

Continuing the tradition of austerity drive, the Bruhat Bangalore Mahanagara Palike (BBMP) on Tuesday decided to freeze the sim cards of 1,292 staffers.

According to the Palike, with the rising cost of cellphone bills the measure is expected to save nearly Rs 80 lakh a year on the phone bills.

“The measure has been taken to ensure that BBMP does not have to share the burden of those whose requirements of phone is minimal,” said a Palike official.

The austerity measures will target BBMP drivers, Horticulture inspectors, assistant engineers, technical supervisors and other employees who have minimal need of the cellphones.

“Besides, the engineers and other employees have been provided with walkie-talkies for their day-to-day work,” the official said.

Monthly bill

It is learnt that BBMP had provided BSNL connections to 2,500 employees two-and-a-half year ago.

The average monthly bill would come up to Rs 10.5 lakh only for these 2,500 staffers. As a result, the freezing of 1,292 sim cards is expected to save at least Rs 6.5 lakh per month.
