In full flow: PMC sets Mutha riverside beautification plan rolling

THE area around Mutha river, cutting across the city, had been an eyesore because of filth. Waking up to the grim reality, the Pune Municipal Corporation had undertaken the River Improvement Project under JNNURM four years back. Going a step forward, PMC has now decided to take up the work of riverside beautification between Baba Bhide bridge and Shivram Mhatre Road, popularly known as Poona Hospital bridge.The plan includes setting up of two playgrounds, a jogging track, landscape mound, lawn and a covered sit out.

"The river improvement work has been undertaken under JNNURM and the work is nearing completion. Now, there is a plan for beautification of the river front. A plan has been prepared for the purpose which would be implemented in phases,'' said Srinavas Bonala, additional city engineer.

The first phase will reportedly be undertaken using funds made available by local MLA Girish Bapat. As per the plan, the stretch from Baba Bhide bridge to Poona hospital bridge would be developed in a manner that there will a jogging track, two play areas for children (Bal Bhavan), a removable gazebo or covered sitout and a lawn.

There will be two landscape mounds that would add to the beauty of the area and plantation of decorative flowery trees would be done on the border. There will also be provision of parking for those visiting the place that is being developed for attracting tourists.

The civic administration also plans to put sculptures at the place while there will be removable gazebo so that it can be removed during floodlike situations. The play area will have playing equipment installed in garden for the children.

PMC has recently got a go ahead from the court for improving the river front. The river development and beautification plan was opposed by civic activists who had gone to court. The work would be carried out at an estimated cost of Rs 47 lakh in nine months time after issuing the work order, said civic officer. "PMC is starting beautification of river front near Bhide bridge and would slowly extend it on the riverfront within civic jurisdiction. There will be no provision for commercial activities like setting up stalls or joints," he said, adding this will also help in keeping a check on illegal use or encroachment of river front.

Presently, the said area is used as parking space for four-wheelers, cow shades, makeshift commercial stalls. It is also used by mandals for practising of musical bands.

PUNE: After three years, the PimpriChinchwad Municipal Corporation (PCMC) is set to present the environment status report (ESR), later this month. The report includes details about the natural resources, factors affecting environment, air and noise pollution levels, and measures taken by citizens and the civic body to protect the environment.

Sanjay Kulkarni, executive engineer of the environment cell, PCMC, said, "The civic body has allotted a contract to a private agency to prepare the environment status report for the next three years. The report for 2012-13 is being prepared. The draft in English is ready, while it is being prepared in Marathi. We will submit it to the GB by this month."

Kulkarni said the report will be prepared according to the format provided by the Maharashtra Pollution Control Board (MPCB). The civic body has provided the records to the agency to prepare the report. It will also include a chapter on the measures that need to be taken for conservation and improvement of the environment, he added.

No reports were prepared for three consecutive years until 2011-12 as the civic medical and health department could not compile the information on time. They blamed the other civic departments for not providing the necessary information. Later, the civic administration formed a separate environment cell and entrusted the responsibility of preparing the report. The cell, in turn, appointed a private contractor for the job.

Environment activist Vikas Patil said the civic environment cell is not bothered with the report coming out on time. "The cell as well as the civic health department has not prepared the reports in the past three years. The report has to be prepared and submitted to the state government and MPCB before July 31 each year."

"The civic body should have prepared the draft report and presented it to the citizens in the first week of July for their suggestions. The civic body must then present the draft report to the civic general body in the second week of July to seek its approval where the elected representatives can make changes in it. In the fourth week, the civic body must prepare the final draft, print it and submit copies to the Maharashtra Pollution Control Board, state government, collector and other authorities as per the law," activist Vikas Patil he added.

KURDFC to fund solar energy projects

Agency to finance housing schemes for the poor

Solar energy will be among the new sectors that will be provided funds by the public-sector Kerala Urban and Rural Development Finance Corporation Ltd (KURDFC), which provides financial support for development programmes of local bodies, KURDFC chairman K. Moideenkoya has said.

Mr. Moideenkoya said on Monday that a recent meeting of the agency’s director board had decided to fund housing schemes for the poor taken up by local bodies at low interest rates, and profitable ventures in the tourism sector.

It had been decided to provide loans to the tune of Rs.100 crore this year to local bodies.

Last year the corporation disbursed a loan of Rs.40 crore to local bodies.

Towards self-reliance

The loans would be for projects that would enable local bodies to become self-reliant. By providing financial help, the KURDFC aimed at enabling local bodies to build up more assets and enhance their revenue from non-tax sources.

The KURDFC is the lone public-sector agency that provides funds for local bodies for development.

Panel to be drawn up

It had also been decided by the KURDFC to set up a technical cell in order to avoid delays in granting clearance for projects submitted by the local bodies. The corporation would prepare a panel consisting of engineers, town planners and architects whose services would be available to local bodies to prepare projects.

A new building constructed in Thiruvananthapuram, near Secretariat, would house the head office of the KURDFC, and the office would start functioning from there shortly, he said.
