HASSAN: Hassan City Municipal Council (CMC) president Ambika Ravishankar presented the CMC Budget for the year 2010-11 at the Gorur dam guesthouse meeting hall, 20 km from here on Monday. The Karnataka High Court had, on February 11, directed Ms. Ravishankar not to convene special meetings to take policy decisions without permission from the court.Commissioner Shivalinge Gowda objected to the conduct of the meeting and refused to sign the resolutions adopted.

He said he would seek clarification from the Deputy Commissioner before allowing the meeting to proceed and adjourned the meeting for half an hour.

The Deputy Commissioner wrote to the CMC Commissioner stating that councillor Annapoornamma had brought to his notice that Ms. Ravishankar had convened a general body meeting against High Court orders. The Deputy Commissioner advised the Commissioner to follow High Court orders. BJP councillors objected to the meeting and its members, K.T. Prakash, Annapoornamma, Bangari Manju and Prasanna, walked out. They demanded that their walkout be recorded in the minutes of the meeting.

Budget

The budget showed an expected revenue surplus of Rs. 33.36 lakh. The opening balance is Rs. 1.76 crore and anticipated revenue is Rs. 46.22 crore, while the anticipated expenditure is Rs. 47.65 crore, she said.

As much as Rs. 6.75 crore will be spent on laying and upgrading roads and footpaths and Rs. 7 crore on drainage works. A sum of Rs. 1 crore each has been allotted for the development of new layouts, a vegetable market, the CMC building and commercial complexes, and Rs. 4 crore is meant for development of slums.

A sum of Rs. 20 lakh will be spent on a swimming pool for children.

Expenditure also includes developing water supply schemes, sanitation, parks and putting up streetlights in all 35 wards of the city, Ms. Ravishankar said.
