BBMP budget to be unveiled on Aug 16

Bangalore, August 4, DHNS:

The Bruhat Bangalore Mahanagara Palike (BBMP) is likely to unveil its Budget for the financial year 2010-11 on August 16. Sources in the Taxation and Finance Committee state that the Budget is now being finalised.

After much delay, the Palike is now likely to propose a citizen-friendly budget for 2010-11. Proposals include free treatment for pregnant women at BBMP Maternity homes, free sweaters to children studying in the Palike schools and other citizen friendly schemes.

In its bid to woo the lower and the middle class of the City, The Bharatiya Janata Party (BJP) has also made a proposal to install Sugar and Blood Pressure diagonistic centres for the elderly. Tests conducted at the centres are stated to be free of cost.

On the infrastructure side, the Standing Committee has proposed to carry forth the project to have a eight-lane road from Okalipuram to Khoday’s Circle at an estimated cost of Rs 13 crore. In the budget 2010-11, the Committee has decided to release Rs 10 crore in the first phase for the project. This apart, recommendations are being made to the Council to modernise nearly six to seven dhobi ghats in the City on the lines of the Malleswaram dhobi ghat modernisation. It also has proposed the construction of a flyover from Nagasandra to South End circle. The proposed budget may cost about Rs 35 to 40 crores.

 Heritage committee

The Budget proposals, it is understood, will recognise the urgent need to protect the heritage of the City. In its effort to ensure that there is no further demolition and to stem the loss of heritage structures, the Standing Committee is now proposing a Heritage Committee to gauge the age of structures and identify those areas which is witnessing its vast vanishing history.

The environment concerns will also be addressed in the current budget by giving more impetus to lake conservation and erecting tree parks on the outskirts of the City.

108 BJP councillors may be accommodated on all standing committees


Bangalore: The much-delayed Bruhat Bangalore Mahanagara Palike (BBMP) Budget is likely to be presented on August 16.

The budget preparations had begun in earnest after the first Standing Committee – on Taxation and Finance — was formed on June 29. Yet, the budget could not be presented as the ruling party in the BBMP Council (Bharatiya Janata Party) did not want to table it during the month of Ashada, considered inauspicious as per the lunar Hindu calendar.

According to sources, the Budget was to be presented on August 9. However, it was changed as the Opposition members, particularly the Congress, would be away in Bellary participating in the convention on August 9. Also, the ruling party councillors would be away participating in BJP's convention in Bellary on August 12.

“A few members of the Standing Committee felt that August 13 would be ‘unlucky.' We then fixed August 16 as the date,” sources said.

Meanwhile, sources said the remaining 11 Standing Committees would be formed by the end of August. If the committees were formed, they would accommodate 108 BJP councillors. There are 111 BJP councillors, including Mayor S.K. Nataraj and Deputy Mayor N. Dayanand.

Sources said the number of members in the Standing Committee on Finance and Taxation would be increased from seven to 11.

Chandigarh:  The Municipal Corporation councillors seem to be saving their ward development fund for the election year. During this tenure, the councillors received Rs 20 lakh in the first year, Rs 30 lakh in the second and Rs 40 lakh each in the third and fourth year. A perusal of the records of allocation shows that some councillors have not spent even half of the funds.

Councillor Harjinder Kaur spent the least — Rs 35.92 lakh. Manjit Singh Chohan has spent around Rs 50 lakh on his ward comprising Nehru Colony, Sector 54, Indira Colony, Adarsh Colony, Furniture Shops, Rehabilitation Colony Palsora and Palsora village. He said, “I have made allocations for my ward from the development fund. I also plan to allocate funds for installation of play equipment in Palsora. Other works would also be looked at.”

Another councillor, Anil Kumar Dubey, whose ward comprises Mauli Complex, Bhagat Singh Colony, Vikas Nagar, Shivalik Enclave, among other areas, has sanctioned Rs 57.75 lakh from the development fund. Dubey said he has submitted a number of proposals to the civic body for approval. “Once the projects are approved, my ward development funds would be completely utilised,” he said.

Some councillors tend to save their funds for the election year. With elections scheduled for next year, the allocation of ward development fund is likely to see an increase. Councillor Sunita Devi, who has allocated around Rs 63.18 lakh for various projects, said she is in the process of identifying areas where allocation of funds is needed.

There are, however, some who have allocated a substantial part of the fund for various projects. Councillor Pardeep Chhabra takes the lead for having allocated Rs 147.16 lakh and Kamlesh has allocated Rs 113.24 lakh. J S Kang has earmarked Rs 129.02 lakh and similar are the cases of councillors Sarita Devi, Raj Kumari Mishra, Anju Beniwala and Jatinder Bhatia.
