Civic budget: PCMC invites suggestions from citizens

PUNE: The Pimpri-Chinchwad Municipal Corporation (PCMC) has invited suggestions from citizens about projects to be included in the municipal budget early next year. Municipal commissioner Ashish Sharma has appealed to citizens to send their suggestions regarding projects that needed to be taken up in their respective areas to the zonal offices concerned till November 13.

Preparations for the PCMC annual budget for 2010-11 is in progress. Sharma stressed on the importance of public participation during the planning of the budget and said that a decision has been taken by all zonal committees that projects suggested by the citizens will be considered for inclusion in the budget.

Citizens are requested to suggest developmental projects they want to be implemented in their wards or zones. The zonal officer and the executive engineer will verify the suggestions and the projects and if it is found reasonable, it will be included in the municipal budget.

The PCMC has made available suggestion forms at all zonal offices free of cost. The forms will be accepted at the zonal offices till 5 pm on November 13.

For the civic budget for 2007-08, 18 citizens had sent their suggestions. In 2008-09, there were 34 citizen suggestions while in 2009-10, 66 citizens voiced their suggestions.

For the coming budget, the zonal offices have so far received 139 suggestions.

MUMBAI: Despite the financial crisis that the BMC is currently battling, officials said that this would not translate into an increase in taxes in the upcoming budget session in March-April 2010.

We will not increase taxes as we dont want the citizens to suffer, said acting municipal commissioner R A Rajeev. In the past few months, the countrys richest municipal corporation has been running out of funds. The global slowdown and an increase in salaries of employees after implementation of the Sixth Pay Commission have left a large hole in the civic coffers. While the recessionary trend has led to a significant dip in octroi collections, the BMCs single largest source of revenue, increase in salaries has caused establishment costs to rise by nearly Rs 1,800 crore.

Rajeev remained hopeful, however, of an increase in octroi collections. Collections have begun showing an upward trend, he said.

Opposition members indulge in heated arguments

NIZAMABAD: The general body meeting of the Municipal Corporation of Nizamabad here on Friday, amid the objections from the Opposition members, approved an estimated budget of Rs.51.87 crore for the year 2009-10.

Immediately after the budget approval, the meeting abruptly concluded.

Opposition members earlier were involved in a heated argument with the ruling party members complaining that Mayor D. Sanjay, who was in the Chair, did not pay attention to their objections.

Underground drainage

When the members pointed out that underground drainage works were going on at a snail’s pace and lacked quality, the Mayor dismissed them as mere “misgivings”. The underground drainage would be very useful to the town, said Mr. Sanjay.

Y. Lakshminarayana, Bharatiya Janata Party legislator , who was sworn in as an ex-officio member by the Mayor, took a serious exception to the abrupt end of the meeting.

Talking to the media persons outside the meeting hall, he accused the Mayor of taking unilateral decisions.

Earlier, Mr. Lakshminarayana and corporator Rafath Khan (Congress) were seen shouting at each other when the latter was critical of the independent corporator Mukheeth as he raised his voice over guillotining of some issues.
