Corp budget: Citizen to the fore this year
KOCHI : Having hit roadblocks with ambitious ventures earlier, the Kochi
corporation budget for 2013-14 will limit itself to viable and
"people-friendly initiatives" rather than on large-scale projects. The
local body has already held discussions with prominent individuals and
experts and taken their views for preparing the budget to be presented
on March 22. Confirming the date, mayor Tony Chammany said, "The preparations are on track and we have done our homework." Deputy mayor B Bhadra , who is also the chairperson of the finance committee, will present the budget.Though the local body did not invite organizations and NGOs for the
pre-budget meeting this year, they have interacted with individuals to
get a "more practical and realistic view". According to her, they will
not include too many large-scale projects, and the focus will be on
implementing projects that are outlined in the budget. "You can expect
new people-friendly projects in the budget. The corporation will not
repeat any programmes listed in the previous budget. We will provide an
update on the ongoing projects and briefly explain the status of
remaining ones," said Bhadra. Meanwhile, opposition councillors
alleged that they were not consulted during budget preparations. They
stated that the local body had not implemented the projects that were to
be completed before March 31. Training their guns on the
ruling front, the opposition will raise the issue of corporation's
failure in filing a police complaint on the fire at Brahmapuram waste
treatment plant in the next council. The local body has not carried out
any investigation as promised, they alleged. "These are serious lapses
by the corporation. The mayor has not convened a council meeting since
February 11. Many issues that require immediate attention like waste
disposal at Brahmapuram have not been discussed The mayor and his team
are taking unilateral decisions on serious issues," opposition
councillor K N Sunil Kumar claimed. Responding to these charges, the
deputy mayor promised to address these concerns at the next council
meeting to be held on March 14.

MUDA's budget fails to take care of site seekers plight
MYSORE: Come March , like any other autonomous government body MUDA
also comes out with a budget and promises hundred things for the
citizens. But seldom the promises are met . MUDA has a failed history
especially as far as the distribution of sites to homeless people is
concerned . Though in 2012 the MUDA distributed about 3000 sites to site
less people in it's two newly formed extensions, this did not bring
smiles on the faces of the hapless people who have applied for the sites
and waiting for decades together.
After a long gap of more
than eight years , MUDA distributed sites and that too couple of
thousands when the list of site seeking people is growing. There may be
many rich in the list of site seekers , but majority of them are the
poor and the lower middle class people who like their rich fellow
citizens have a dream to own a site and construct a house.
People who are unable to buy the sites from private developers and
realtors have applied and waiting for their turn in the MUDA. " Sir I
have applied for a site in 1991 , and made seven attempts, but I am yet
to get a site from MUDA after 22 years of applying for a site " a police constable
from the city intelligence wing who has left with only a couple of
years service complained ,pointing out MUDA's failure to meet the demand
for sites from poor people. Even the elected representatives
from the city to the state assembly and council who are members of MUDA
have allegedly failed to highlight the situation on the site seekers
front and get developed more lay outs. At the meeting , only MLA Tanveer
Sait pointed out the increasing number of site seekers and criticized
the budget proposals for having no mention about new lay outs . " This
budget lacks vision and has no concern for the poor, lower and upper
middle class people" he said urging MUDA to initiate steps to clear the
list of 1.5 lakh site seekers. But most of the members who spoke on
budget proposals failed to mention a word about site seekers waiting for
long years. Countering Sait's claim , MUDA chairman Nagendra said only 83000 applications are pending and not 1.5 lakh.

Rs 28 crore deficit budget for PMC
PATNA: The standing committee of Patna Municipal Corporation (PMC) on Tuesday approved a deficit budget of Rs 28 crore
for the 2013-14 fiscal year. The budget will now be presented before
the PMC board for discussion next week before it is forwarded to the
state government. Mayor Afzal Imam
said in the budget, PMC has proposed an income generation of Rs 332
crore for the next financial year, while the expenditure is expected to
be around Rs 361 crore. According to PMC sources, like last year's
budget, this year's budget too shows that PMC is running in heavy
losses. In the 2012-13 budget, PMC had a deficit of Rs 47
crore. Barring 2006-07 when the PMC had registered a marginal profit of
Rs 14 crore, the civic body has been running in losses for over a
decade. The budget draft pins hopes on generating substantial
revenues by way of taxes to be collected from hoarding agencies and
telecom firms and as holding tax. The PMC standing committee
has proposed Rs 4 crore for traffic signal system, Rs 10 lakh for
municipal library, Rs 5 lakh for cultural programmes, Rs 10 lakh for
municipal petrol pumps, Rs 84 crore for solid waste management and Rs 23
crore for storm/rain water drainage.
