Rs. 2.88-crore surplus budget for BCC

In an unconventional move, Mayor Manda Balekundri withheld the copy of the annual budget estimates from being circulated among presspersons who were invited to cover the proceeding of the budget meeting held here on Tuesday.

Soon after Muzamil Iqbal Doni, Chairman of the Standing Committee for Finance, Taxation and Appeals, handed over a copy of the budget estimates for the year 2011-12 to the Mayor, the latter asked the council staff to distribute copies only to the councillors and not to presspersons. However, she maintained that the copies of the budget would be given to the media after the members completed discussion on the proposals.

In another departure from convention, Mr. Doni skipped reading the proposals, but referred only to a few points.

Later, a source toldThe Hinduthat Mr. Doni presented a Rs. 2.88-crore surplus budget. He expected the Belgaum City Corporation (BCC) to fetch a revenue of Rs. 169.21 crore. The expected expenditure during the year is Rs. 166.44 core.

A sum of Rs. 5 crore had been earmarked for a new building (on the existing premises of the BCC) to house the council hall and chambers for Mayor, Deputy Mayor, Commissioner and chairpersons of standing committees, the source said.

Stress will be on better revenue generation

The Bruhat Bangalore Mahanagara Palike (BBMP) budget for 2011-12 is likely to be presented this month-end.

Speaking toThe Hinduon Tuesday, chairperson of the Standing Committee for Taxation and Finance G. Manjunath Raju said certain schemes would be included with stress on better revenue generation.

One such scheme is to bring the service apartments under the commercial tax bracket. “Several service apartments are mushrooming in the city. Yet, the owners continue to pay tax under the residential bracket. We want to bring these service apartments under the commercial tax bracket as they function just like hotels,” he said.

Mr. Raju said that the BBMP was now collating data on the number of service apartments within its jurisdiction. The tax levied on these apartments would depend on the kind of services and amenities on offer. “For example, if the service apartment offers basic amenities, the minimum tax rate of Rs. 8 per sq ft will be levied. If the apartment has better facilities, such as air-conditioners, then a higher rate of Rs. 20 per sq ft will be levied,” he added.

He said that the committee had already begun to collect data, review previous year's schemes and total fund utilisation from all the 28 departments in the BBMP. The committee had also decided to not include schemes and programmes that were mentioned in the 2010-11 budget but were not implemented.

Sources in the committee, meanwhile, said this time around, the Akrama-Sakrama scheme would not find any mention in the budget. Last year's budget anticipated Rs. 800 crore from the scheme.

“With the Akrama-Sakrama Bill still in cold storage, it would not be wise to include it in the 2011-12 budget. Efforts are being made to ensure that budget is not inflated and is as pragmatic and realistic as possible,” sources added. They, however, claimed to be unsure if the 2011-12 budget would exceed last year's Rs. 8,848 crore budget.

The committee, Mayor, Deputy Mayor and Commissioner would approach the Government to provide the Rs. 1,300-crore grant mentioned in last year's budget.

However, conversion fee and betterment charges will find a place in the budget, sources said. “The BBMP will remit conversion fee collected to the State Government. The collection of both charges will help thousands of citizens across the city living in revenue pockets,” they said.

Sources said that around 70 per cent of work has been completed. “The draft will be ready by next week end. After that, the committee members will meet city in-charge Minister R. Ashok and seek his approval. The date for the budget will be decided after that,” they said.

    Mayor presents Rs. 3.49-cr. surplus budget for Bellary

    Parvathi Indusekhar, Mayor of Bellary, on Thursday presented a Rs. 3.49-crore surplus budget for 2011-12. The budget proposals were passed unanimously without discussion.

    The budget puts the expected revenue for the year at Rs. 355.07 crore, including an opening balance of Rs. 18.65 crore, and the expenditure at Rs. 351.57 crore.

    Under the revenue account, the collection of property tax is estimated at Rs. 12.5 crore, rent Rs. 4.05 crore, cess charged on collection of solid waste Rs. 1.5 crore, licence fee and advertisement charges Rs. 50 lakh, fees from khata change Rs. 15 lakh, share of tax from the Regional Transport Office Rs. 10 lakh and water charges Rs. 6.75 crore. The city corporation expects to receive Rs. 14 crore from the State Finance Commission.

    Of this, Rs. 8.25 crore has been set aside for roads, Rs. 1.25 crore for drains, Rs. 1 crore for repair of roads and drains, Rs. 40 lakh for construction of compound walls around some buildings, another Rs. 40 lakh for construction of commercial complexes, Rs. 50 lakh for staff quarters, Rs. 10 lakh for construction of vegetable market and Rs. 40 lakh for construction of toilets and repairs.

    The Rs. 100-crore special grant would be utilised for laying new roads (Rs. 85.39 crore), development of parks (Rs. 1.25 crore), construction of drains (Rs. 2.5 crore), installation of streetlights (Rs. 4.74 crore), traffic signals (Rs. 90 lakh), purchase of vehicles for solid waste management (Rs. 4.22 crore) and construction of mutton and fish markets (Rs. 1 crore). In addition, the city corporation has set aside Rs. 3.9 crore for installation of streetlights in some residential areas, maintenance of existing streetlights and installation of power saving equipment and erection of electricity poles.

    Water supply

    The corporation has earmarked Rs. 6.6 crore for supply of drinking water. It proposes to spend Rs. 98 lakh from the 22.75 per cent grant (general) for the welfare of the Scheduled Castes and the Scheduled Tribes, on education and economic development.

    G. Somashekara Reddy, MLA and Chairman of the Karnataka Milk Federation, was present.
