Rainwater harvesting likely to be mandatory for new structures in Kerala

The State Government has given an in-principle nod to a proposal requiring all new buildings and houses to mandatorily feature provisions for rainwater harvesting.

Briefing newspersons here after a Cabinet meeting, Chief Minister Oommen Chandy said this would form part of efforts to conserve water resources in an increasingly drought-prone State.

PANEL APPOINTED

A Cabinet subcommittee comprising P.J. Joseph, minister for water resources; M.K. Muneer, minister for panchayats and social welfare; and Manjalamkuzhi Ali, minister for urban affairs will frame required rules.

The stipulation with respect to rainwater harvesting will be enforced subsequently, the Chief Minister said.

The State has been declared drought-hit after successive failures of the monsoons during last year. It is looking to the pattern of summer rains for badly needed signs of meaningful relief.

Seasonal forecasts by some models have been indicating that summer rains could be normal to even slightly above normal during the current season.

RAIN DISTRIBUTION

But the crucial issue is how the seasonal thundershowers get distributed. India Meteorological Department (IMD) statistics show that the State is recording normal to excess rainfall concurrently.

This trend was noticed from January to March this year, and has continued until through the first 20 days of March, the IMD statistics revealed.

But the thundershowers are not proving enough to make any material difference to the groundwater situation. For this to happen, rains should sustain for a day or two together, experts say. But this is not usually the pattern associated with summer showers.

RESERVOIR SITUATION

Major reservoirs are precariously close to running dry for most practical purposes. This has meant that hydel generation too has taken a hit, necessitating cyclical load-shedding in the morning and evening.

The load-shedding schedule has been lifted for a limited period to prevent hardships for students who are writing 10{+t}{+h} class examinations.

Peaking summer and sultry weather have seen power consumption too going up in tandem to a cumulative level of 60 million units recorded during the past two days.

STUDENTS STIPEND

In other decisions, retirement age of doctors under the Employees State Insurance scheme has been increased by two years, the Chief Minister said.

Stipend for medical postgraduate students has been raised 39 per cent. Postgraduate students-junior residents would get Rs 31,000 in the first year; Rs 33,000 in the second; and Rs 34,000 in the third year. Super specialty students-senior residents would get Rs 35,000; Rs 36,000; and Rs 37,000 respectively.

Postgraduate students-senior residents PG bonded would get Rs 38,000 and senior residents-super specialty bonded Rs 39,000. Stipend of dental postgraduate students would be hiked soon, Chandy said.

‘Toilets demolished to become illegal parking lots’

A BBMP councillor has filed a complaint with the City Police Commissioner saying he is being threatened by local goons who have muscled into public property, turning it into moneymaking parking slots.

Dhanraj P., Dharmarayaswamy Temple ward councillor, told The Hindu vested interests had encroached upon public toilets constructed near Arumugam Mudaliar Road in Kalasipalya when Pramila Nesargi was the MLA in 1994.

“It is a market area where many vegetable vendors come around 5 a.m. Over the years, these local goons gradually took over the area by demolishing these toilets one by one,” he said.

They then started renting the space for parking, charging Rs. 2 to Rs. 10 for vehicles, easily raking in quite a packet every day.

New project

“When I became the councillor, I requested for public toilets as such a market area needs the facility,” Mr. Dhanraj said.

Even though the work order for a Rs. 20-lakh project was issued almost two years ago, construction had been continuously delayed as the goons would threaten the workers. But, he said, he kept up the pressure with the Bruhat Bangalore Mahanagara Palike council and the Commissioner promised recently that work would begin in a fortnight. However, when the labourers went to the area to undertake the work, the goons yet again threatened them saying they would kill the councillor of the area.

“They also threatened me directly, following which I filed the complaint with the Kalasipalya police, Chickpet Subdivision Assistant Commissioner of Police, Deputy Commissioner of Police (West Division) and the Commissioner requesting protection. The men who threatened me, Adimoolam and Seena, also are wanted by the police in other cases,” he said.

Two Nashik Municipal Corporation panel members resign; draw of lots today

NASHIK: Two members from the Nashik Municipal Corporation's standing committee resigned from the membership panel a day before eight out of 16 members are set to retire by a draw of lots.

While Ajay Boraste of Shiv Sena submitted his resignation to chairman Uddhav Nimse of the Standing Committee, NCP's Vikrant Mate submitted his resignation to NCP's city president, Sharad Koshire.

As per the norms, half of the standing committee retires in the first year through a draw of lots, while the rest of the members retire in the next year after completing a two year term. The members who retire in the first year are replaced by new members from the same party or the same group at a special general body meeting called by the mayor. Of the 16 members in the standing committee, the term of eight ends on Thursday, when lots would be drawn at a meeting.

The chairman of the standing committee Uddhav Nimse said, "The draw of lots to retire eight of the 16 members is to be held on Thursday. Meanwhile, Ajay Boraste of Shiv Sena has submitted his resignation to me. The draw of lots will be conducted as per the rules."

NCP group leader in the NMC Vinayak Khaire said, "It is the party's policy that opportunity is to be given to the members on Standing Committee for the period of one year. Standing committee member Vikrant Mate has submitted his resignation, while two other members of NCP will resign on Thursday morning."

The 16-member Standing Committee comprises of Ajay Boraste (Shiv Sena), Suryakant Lavte (Shiv Sena), Prakash Lodhe (RPI-A), Dinkar Patil (Congress), Damodar Mankar (City Development Front), Vaishali Dani (NCP), Vikrant Mate (NCP), Sufiyan Jin (NCP), Balasaheb Sanap (BJP), Seema Hiray (BJP), Ashok Murtadak (MNS), Hemant Godse (MNS), Gulzar Kokni (MNS), Suvarna Matale (MNS), Dr. Vishal Gholap (MNS) and chairman of the committee Uddhav Nimse (Congress).
