BANGALORE: Paying for registering property transactions may get very easy in Karnataka. So easy that you can do it along with the sweets you wanted to post to your nephew, or during your weekly visit to the bank.

In what could be the biggest egovernment initiative yet, the Karnataka Stamps and Registration Department is considering roping in over 2000 post offices and an equal number of public sector banks across the state for property registrations. On a pilot basis, the department is planning to launch the facility in 75 post offices in Bangalore by next month. The department has been running the pilot project for the e-stamping initiative at four sub-registrar offices in the city, for about a year.

This new project means that those buying property will not have to go through the hassle of paying the registration fee and stamp duty at the sub-registrar’s office, through cash or demand drafts. A public sector undertaking, Stock Holding Corporation of India Limited (SHCIL) would be in charge of keeping a centralised record of all e-stamping documents.

CRACKDOWN ON BENAMI REGISTRATIONS

The government will also gain from the expansion of the e-stamping initiative, as the unique identification number assigned to each transaction cannot be duplicated.

Inspector General of Registration and Commissioner of Stamps, KR Niranjan, told Express that the department in association with SHCIL, is implementing e-stamping to put an end to illegal benami registrations and for plugging revenue leaks.

“The post offices have expressed interest and are waiting for a final approval by the state finance department, following which the matter would come up before the Cabinet for a final approval. This process should take about a month’s time,’’ he said.

POST OFFICES ASK FOR MORE

The postal department is seeking to charge customers extra for the e-stamping as it fears that the commission they get from the government would be negligible. The postal department wants to charge Rs 10 as an additional fee from customers for e-stamping denominations up to Rs 100, and Rs 15 for e-stamping denominations above Rs 100. This is in addition to 0.15 per cent commission per transaction, that post offices get from the government for the e-stamping.

Niranjan said that the government is considering the postal department’s request to allow it to collect the use-fee from customers.

Now, pay house-tax online

ALLAHABAD: The Allahabad Municipal Corporation has provided the facility of online deposition of house tax. The tax-payers, sitting anywhere in the country, can log on the website of the AMC and deposit the tax.

It is generally believed that the AMC lags behind in adopting modern technology. This has been proved wrong by the civic body.

The facility would be beneficial for the net savvy people and those residents who are in other cities of the country.

About 1,70,000 houses in the city have been registered with AMC. In the latest survey, it has been found that about 28,000 are not registered.

House tax is imposed on the house which are constructed within the municipal limits. It is a major source of income for the corporation. About Rs 12.5 crore were realised as house tax last year. The target for the current year is Rs 13 crore.

Head of the AMC tax department PK Mishra hoped that tax-payers would make use of the facility.

State to follow TN’s lead in Societies Act

Aug. 29: While amending the Andhra Pradesh Societies Registration Act 2001, the state government has followed the footsteps of its neighbour, Tamil Nadu, which too had amended its Societies Act.

The AP government was particularly inspired after the TN legislation was upheld as legitimate by the Madras High Court. “In the K.V. George vs TN Government case, amendments to 34A and 34B sections were ratified by the court,” informed a senior official in the law department. The state government had been cornered by entire Opposition in the Assembly on Friday when it introduced the Bill.

This forced it to take a second look at the Bill, but officials said that the state was on extremely strong ground legally. “The Central government, with not even single rupee share in Satyam Computers, had superseded the board and appointed its own directors,” said Mr D.A. Somayajulu, advisor to the government. “Was that a violation of the Constitution?”

The ministry of corporate affairs had invoked section 388 of the Companies Act to supersede the Satyam Board, he pointed out. Further, the AP Education Act.1982 also allows taking over an educational institution in case of irregularities and violation of certain human rights.

The minister for law, Mr Gade Venkata Reddy, clarified that the government had the duty of protecting the general public from any form of fraud and irregularity. He dismissed allegations that the amendment to the Societies Registration Act was aimed at taking over all the societies.
