Pune:  A day after the civic administration announced that it estimates 25 per cent deficit in the Rs 3,196 crore budget implementation for 2010-11, Mayor Mohansingh Rajpal said the delay in releasing the work order hampers the development work even if the tender process is complete.

“The administration has been issuing tenders but fail to release work order in time. This hampers the development work,” he said, adding the poor budget implementation was the only reason behind the deficit in budget.

BJP leader Mukta Tilak also criticised the administration for the poor performance in budget implementation. “The expected deficit is too high and shows inability of administration to implement the budget,” she said adding the ruling NCP-Congress alliance should get the funds allotted for development work under JNNURM as the alliance is in power in both state and centre.

On Tuesday, the civic administration estimated a deficit of 25 per cent in the implementation of Rs 3,196 crore annual budget for 2010-11 for the civic body indicating cut in funds for proposed development works in the year. After half yearly review of the budget implementation, it seems that there would be implementation of Rs 2,400 crore as against Rs 3,196 crore estimated for the year, Additional Municipal Commissioner Naresh Zurmure had said. The civic body had proposed capital expenditure of Rs 1,987 crore that includes Rs 581 crore for the work to implemented projects under JNNURM.

The development work of Rs 807 crore has been proposed by eight major civic departments and tenders of Rs 690 crore have been approved for the work.
