GHMC decides to promote employees despite charges of corruption

Despite the pending disciplinary charges against more than half a dozen draughtsman grade-III working in different circles of Greater Hyderabad Municipal Corporation (GHMC) for various alleged irregularities, the corporation has decided to promote them as town planning supervisors/town planning assistants.

In the ordinary meeting held in the last week of October, the GHMC Standing Committee chaired by mayor M Majid Hussain and attended by commissioner, Somesh Kumar and others, approved the accused’s promotions. 

Due to the large-scale corruption prevailing in the town planning section, the image of GHMC took a severe beating with senior officials and the General Body being aware of the corruption in the particular section. No building permissions are approved without making payments to the town planning staff.

In the last Standing Committee meeting, a preamble was submitted through commissioner, AC (administration)- general administration and town planning department for filling up of the posts of town planning supervisors from draughtsman grade-III by promoting about 12 draughtsman grade-III as town planning supervisors/town planning assistants, subject to six conditions detailed in the preamble.

The 12 draughtsman grade-III who are said to be eligible for promotions as per seniority list prepared by the chief city planner (CCP) include N Giri Raj, B Gopal, G Narsing Raj, Abdul Aziz, D Malleshwar, G Phillip Kumar, B Vittal Rao, D Samson, N Sai Baba, MN Venkataramana, E Surender Reddy and Shaik Mohammed Ali.

Of them, disciplinary charges are pending against N Giri Raj, Abdul Aziz, D Malleshwar, G Phillip Kumar, D Samson, N Sai Baba and E Surender Reddy.

As many as five cases are pending against Giri Raj for violating building rules and zoning regulations in the areas of East Srinivas Nagar Colony, Ameerpet, Musheerabad and Bhaloolkhanguda. Surender Reddy is accused of allowing an illegal construction in Narayanguda near the flyover bridge. A disciplinary case is pending against Abdul Aziz for discrepancies in processing a BPS application in Circle-14.

Malleshwar, Phillip Kumar, Samson and Sai Baba, allegedly failed to stop unauthorised construction against a big corporate hospital located on Minister’s Road in Secunderabad.

GHMC officials told Express that promotion to the post of TPSTPA would be purely on a temporary basis and the employees will be reverted at any time without assigning reasons, if any genuine claims are received and considered in the future.
