PCMC eyes water, property tax to make up for losses in LBT

PUNE: The Pimpri Chinchwad Municipal Corporation (PCMC) will intensify its drive to increase revenue from property tax, water tax and building permission departments to cover the shortfall of around Rs 150 crore in local body tax (LBT) collections.

Municipal commissioner Shrikar Pardeshi said the budgetary target for LBT for the current financial year was Rs 1,200 crore. "However, we expect LBT collections to be around Rs 130-150 crore less than the budgetary target."

Pardeshi said, to make up for this shortage, the civic body would identify properties that have not been assessed to increase annual property tax collections. "There are around two lakh properties whose tax assessment has not been conducted. The property tax department will carry out a survey and assess all properties in the municipal limits, so that the civic body can collect tax from the owners."

He added, "The civic body will also make efforts to recover water tax arrears and to increase revenue from building permissions this fiscal. With all these measures, we hope to collect around Rs 150 crore and mitigate the shortfall in the LBT collection."

Pardeshi said the total LBT collection for the first three months of 2013-14 was Rs 221.78 crore. Last year, octroi collected in the corresponding period was Rs 293.72 crore. The LBT revenue is thus Rs 71.94 crore, or nearly 25%, less than last year's octroi collections. "The industrial recession has caused a shortfall of 15%, while 10% shortfall is due to fewer traders registering for LBT," he said.

The 10% shortfall can be mitigated by enrolling more traders for LBT. Pardeshi said, "In June, we decided to allow traders to pay LBT through cheques. Earlier, they could only pay the tax online through demand drafts. We have also decided to increase the number of banks where the tax could be paid. Earlier, it could be paid in just one bank."

The PCMC has also sent e-mails to 9,632 traders to remind them to register for LBT payment. There are 25,025 deemed LBT registrations - traders who are VAT payers - and 4,342 traders who have enrolled for LBT payment in Pimpri Chinchwad. Hence, 29,367 traders must pay LBT, but only 12,653 VAT holders have applied and taken LBT registration numbers, Pardeshi said.

PUNE: With over Rs 80 crore yet to be recovered in water taxes, the water supply department of the Pimpri Chinchwad Municipal Corporation (PCMC) has prepared another plan to regularize over 10,000 unauthorised connections in the city.

The water supply department's proposal will come up for discussion at the standing committee meeting on Tuesday.

The municipal corporation's earlier amnesty scheme, which ended in April this year, had received a poor response with only 900 connections regularized. The response dwindled after the fine amount was doubled. The PCMC was to disconnect unauthorized water connections and take legal action against the defaulters if they fail to pay the prescribed charges and fines till April 30, 2013. The fact is that there are an estimated 10,000 unauthorized water connections in Pimpri-Chinchwad till date.

Pravin Ladkat, executive engineer with the water supply department, said that the corporation has decided to give one more chance to defaulters. This time, the scheme has been modified. The civic body will disconnect water connections of those who do not apply for regularization till October 30, 2013. They will also be required to either repair their existing faulty meters or install new water meters at their own expense. These customers will be enrolled into the computerized water meter billing system only after they have procured a functional water meter.

NAGPUR: Almost 90% individuals and associations have demanded a blanket ban on plaster of paris (PoP) idols, saying regulations alone cannot meet the purpose of ending water pollution. All of them also opposed Nagpur Municipal Corporation's (NMC) plans to ban immersion of all idols in water bodies.

With only one day left for submitting suggestions and objections on NMC's draft policy, nine submissions have been received by the health department. After receiving submissions on Monday, the health department will table the draft policy along with suggestions and objections before the general body. The approved draft policy would then be submitted to the state government for implementation.

The NMC draft policy proposes ban on immersion of all types of idols in water bodies and restrictions on PoP idols, citing its inability to enforce a complete ban. Of total nine submissions, eight are against PoP idols while one is in favour. Eight of the submissions are from idol makers or people associated with them, while only one NGO Nisarg Vidnyan Mandal has come forward to submits its views.

Nisarg Vidnyan Mandal's Vijay Ghuge supported all provisions in the draft policy and was the only one to support total ban of idols in water bodies. Ghuge suggested various measures to ensure prevention of water pollution.

Clay idol makers have opposed the draft policy and demanded ban on PoP idols. They include secretary of Kumbhar Pragati Mandal Prabhakar Walde, resident of Bangladesh Rupesh Walde, resident of Hansapuri Amrutlal Prajapati, resident of Juni Mangalwari Ravi Kapate, secretary of Hasta Shilpi Bahuddeshiya Seva Sahakari Sanstha Prabha Ghate and Nitin Mahulak. Of the remaining two, one is not named and probably an idol maker. The last submissions is from spokesperson of Nag Vidarbha Murtikar and Vikreta Mahasangh Ankush Yelne.

Yelne has supported the draft policy aiming to regulate PoP idols, instead of a complete ban. "NMC should follow the order of National Green Tribunal, which set aside the ban introduced by the Government of Gujarat," he said, also opposing NMC's plan to ban immersion of all idols in water bodies.

Many clay idols makers have demanded separate market places for idols made of natural clay. They asked NMC to provide such special areas, which would prevent devotees from being cheated. "Makers of clay idols are vanishing due to availability of cheap PoP idols. NMC general body passed a resolution on August 28, 2012, placing a ban on PoP idols and should be firm on its decision. We saw last year that NMC cannot regulate the PoP idols," he said.

Sources at NMC told TOI the corporators will also register strong objection on plans to ban immersion of all types of idols in water bodies, while pressing for total ban on making and sale of PoP idols.
