Rs 17,802 cr spent on City roads in 10 yrs

Going by the poor condition of roads in the City, one would feel the Bruhat Bangalore Mahanagara Palike (BBMP) spent very little money on maintaining them. But here’s the catch, the Palike claims it spent as much as Rs 17,802 crore on roads in the last ten years! 

And, the sum is half of what the Kerala government spent in that state. 

The  astonishing revelation was made by Yediyur corporator N R Ramesh at the BBMP council meeting on Wednesday. According to him, most of the money was spent in the core area of City, having the maximum number of potholes at present. The sum was spent between April 1, 2003 and March 31, 2013. 

According to Ramesh, between April 1, 2003 and March 31, 2007 when there was only Bangalore Mahanagara Palike (BMP) comprising three east, west and south zones, Rs 6,460.76 crore was spent. 

After the municipal corporation got the ‘Bruhat’ tag, the total expenditure on roads was Rs 8,799 crore. Out of this amount, the Palike spent Rs 2,540.54 crore on roads between April 1, 2010 and March 31, 2013. 

The total length of roads in Kerala and Karnataka, excluding Bangalore, is 3,70,000 km. The two states, Ramesh said, spent a total of Rs 15,000 crore on asphalting and maintenance of roads. “The money spent by the BBMP on the City’s road should be listed as the eighth wonder of the world,” he said, sarcastically. 

He squarely blamed former Additional Commissioner V P Ikkeri, former engineer-in-chief B T Ramesh and former chief engineer of the BBMP Chikkarayappa for “overspending” on roads. He demanded a thorough inquiry into what is seen by many as a road scam. 

Ramesh said that recently a road contractor submitted bills of the money spent in Anekal taluk! (which is outside the BBMP limits) He also emphasised on the GIS-based Road History Register to keep tabs on embezzlement in the name of asphalting road.  

The Leader of Opposition, M K Gunashekar (Congress), highlighted the gross violation of National Building Code, which might invite major accidents similar to the Kolkata fire mishap. 

“Commercial buildings and hospitals should have parking lot in the basement. Ignoring it is against the Town Planning Rule. The fire brigade also had objected to building plan violations in many structures,” said Gunashekar. 

Taking part in the discussion, JD(S) Floor Leader R Prakash demanded the proper utilisation of the mechanical sweeping machines in the City. 

Budget approved

Mayor D Venkatesh Murthy approved the BBMP budget with an outlay of Rs 8,521.1 crore, which is an increase of Rs 54 lakh. 

After deliberating on the budget for three days, the ruling BJP in the council passed it. The changes in the grants and certain works were made following suggestions by corporators during the discussion. Previously, the size of the budget was Rs 8,520.56 crore, which was revised. 

Before the budget was passed, the BBMP commissioner replied to the suggestions and objections raised by corporators. However, the Congress corporators were not satisfied with the reply and staged a walkout.

VUDA plot auctions on Sept 14, 15

The Visakhapatnam Urban Development Authority (VUDA) issued a notification for the allotment of 152 plots in its 15 own and joint venture layouts in Visakhapatnam and Vizianagaram towns, according to a press release.

VUDA Vice-Chairman N. Yuvaraj said applications would be received online from Tuesday and auction would be conducted on September 14 and 15. Plots are available in residential and commercial categories in various layouts proposed in different sizes ranging from 188 square yards to 1,600 square yards.

A plot in MVP layout near Appughar is available (1,550 square yards) at an upset (base) price of Rs 50,450 per square yard. Five plots are in Adibhatla Nagar layout at an upset price of Rs 11,400 per square yard, one plot in Bheemili layout at a price of Rs 4,700, two plots in Chinamushidiwada layout at a price of Rs 7,750, one plot in Gandigundam layout at a price of Rs 6,655, one plot in Kurmannapalem phase-5 layout at a price of Rs 11,300, one school site of 5,082 square yards and 1,143 and 712 square yard commercial sites in Kurmanapalem Town centre layout at a price of Rs 18,480.

Residential plots

A total of 51 residential plots in Cyber Valley layout, Madhurawada, at a price of Rs 16,037 per square yard are available, besides 5 plots in Kummaripalem layout at a price of Rs 4,723, 29 plots in Madhurawada government lands layouts at a price of Rs 14,361, twelve plots at Endada layout at a price of Rs 13,029, two plots in Babametta of Vizianagaram at an upset price of Rs 4,600 and three plots in Kanapaka Ayannapeta layout of Vizianagaram at a price of Rs 5,500.

Seven commercial plots and 6 residential plots are available in Kapuluppada Chilukuri joint venture layout at an upset price of Rs 8,668 per square yard and 23 plots in Godavari Townships joint venture layout at Narava at a price of Rs. 2,750.

Details of plots, layouts, auction, deposit, rules and regulations along with online application are available in VUDA Web site www.vuda.gov.in. Applications online will be accepted till September 5.

In another release, the authority said that seven firms from all over India had responded to the notification issued by the Visakhapatnam-Kakinada Petroleum, Chemical and Petrochemical Investment Region for taking up the Marine Environmental Impact Assessment Study to derive strategies for mitigating threats and evolve policies and scientific procedures to conserve marine ecology in the limits of the region. Projects and Development India of Dhanbad of Jharkhand, Indomer Coastal Hydraulics and BMT Consultant India, Lotus Granges of Chennai, SENES Consultants India and L & T Ramboll Consulting India of Hyderabad and Terrcon Ecotech of Mumbai are the firms which responded.

The Kerala Water Authority’s simplified procedures for getting domestic drinking water connection will come into force on Thursday. As per the norms, the assistant engineers with jurisdiction over an area can process applications, establish feasibility, and sanction domestic connections.

As per the norms, the applicant can execute the work directly through the authority or through a licensed plumber authorised by the authority. Application for connection should be accompanied with either the certificate issued by the local body, EPIC, Aadhaar, NPR or ration card. Other documents that should be submitted are two stamped envelopes, dimensional sketch of proposed connection, and the estimate of the cost of work, in case work is to be carried out through a plumber. The rules stipulate that connection be provided within 15 days of the application in urban areas and 30 days in rural areas.
