Council okays bill on punishing litterers

The Legislative Council on Tuesday passed the Karnataka Municipal Corporation (amendment) Bill, 2013, which has made provisions to levy penalty on and punish those failing to segregate waste, those littering and those who urinate and defecate in the public in the limits of seven municipal corporations. The bill has already been passed by the Legislative Assembly.

However, members cutting across party lines expressed concern over the lack of sufficient infrastructure facilities to implement the amended Act.

Stating that his party (BJP) would not object to amending the act, Leader of the Opposition, D V Sadananda Gowda, demanded that civic amenities be created, before implementing it legally.

Citing the poor conditions of ‘Nirmala toilets’ constructed in 2003, he said some of them had been converted into godowns.

JD(S) member, M C Nanaiah, questioned as to who the government would fine as everybody is involved in littering waste.

“Just go five km around Vidhana Soudha, you will realise who is dumping waste indiscriminately. What action will you take against BBMP and BDA, which permit construction of as well as indulge in construction of mega projects like Metrorail, roads, bridges, flyovers and underpasses?” he said.

Another JD(S) member E Krishnappa asked, “Do you have toilets around Vidhana Soudha? Suppose a person who has come from a distant place urinates in public due to health problem, will you fine him? Or if the policemen on duty in the Vidhana Soudha does the same thing, will you fine him? Provide facilities first, then impose fine,” he said.

Urban Development Minister Vinay Kumar Sorake said that the government would consider the suggestions before implementing the Act.

Two municipalities merged in GVMC

Visakhapatnam: The state government on Tuesday issued a GO merging Bheemunipatnam and Anakapalle municipalities and 10 gram panchayats in Parawada into Greater Visakhapatnam Municipal Corporation (GVMC).

Another two G Os were also issued abolishing both the municipalities, as per the AP Municipalities Act of 1965.

The GO MS No. 375 of Municipal Administration and Urban Development (MA & UD) said  the rapid development and growth around GVMC viz., mostly in Anakapalle and Bheemunipatnam municipalities and adjoining gram panchayats, are posing severe strain on the physical infrastructure facilities and service and creating problems regarding effective management, administration, in view of multiplicity of municipalities and local bodies.

Hence, considering all the above, and with a view to provide better civic services, have better administrative mechanism, ensure better planning and focused development in and around Visakhapatnam, have more equitable devolution of finance and utilisation of resources, ensure uniform enforcement in Visakhapatnam and its suburbs, the government has decided to expand the limits of GVMC by merging Anakapalle, Bheemunipatnam and 10 gram panchayats.

The Anakapalle and Bheemunipatnam municipalities have passed resolutions on April 10 and 16, 2012 respectively, agreeing to the merger proposal with the GVMC.

The merger was done under the first provision of sub-section (1) of Section 3 of the Visakhapatnam Municipal Corporation Act, 1979.

Simultaneously, G O Nos 373, 374 were also issued abolishing both Anakapalle and Bheemunipatnam municipalities respectively to facilitate the merger.

The proposal to merge Bheemili and Anakapalle municipalities evoked mixed reaction in the ruling Congress while the TD and Left parties opposed it strongly earlier.

When the merger proposal was initially mooted in 2009, it was opposed by many political leaders as they feared the move  would only burden people with extra taxes and other charges.

The State government on Tuesday issued four GOs merging Anakapalle and Bheemunipatnam municipalities and 10 gram panchayats with Greater Visakhapatnam Municipal Corporation and abolishing the two municipalities and de-notifying gram panchayats.

The G.O.Ms. No. 374 issued by the Municipal Administration and Urban Development Department, stated that the rapid pace of development in and around the city, the two municipalities and the panchayats was creating a severe strain on physical infrastructure facilities, service and creating problems of effective management.

The merger has been proposed to provide better civic services, administrative mechanism, ensure better planning and focussed development in and around Visakhapatnam, have more equitable devolution of finance and utilisation of resources, ensure uniform enforcement in the city and its suburbs, the GO said. GVMC and the municipalities have passed resolutions consenting to the merger and the District Collector furnished the resolutions of the gram panchayats.

The GO said the objections raised in a PIL were heard by the Principal Secretary, MA and UD and were disposed of. Objections and suggestions were also sent by the GVMC Commissioner.

The panchayats included are K. Nagarapalem, Kapuluppada, Chepaluppada, Nidigattu, J V Agraharam, Thadi, Salapuvanipalem, Rajupalem, Valluru and Koppaka.

GOMs Nos. 373 and 374 were issued abolishing Anakapalle and Bheemunipatnam municipalities and GOMs.No 369 de-notifying the panchayats. As soon as the GO was issued, GVMC dispatched 12 special teams to the municipalities and the panchayats to take over the records and files and details of properties, revenue and liabilities, Municipal Commissioner M.V. Satyanarayana said in a statement. Boards of GVMC will also be displayed. After the entire process was completed, a report will be sent to the government.
