Bill to punish littering, spitting in public places adopted

The Karnataka Municipal Corporations (Amendment) Bill 2013 that provides for slapping penalty and even imprisoning those habitually failing to segregate their garbage and indulging in littering, urinating and spitting in public in the seven municipal corporation areas of the State, including Bangalore, was adopted by a voice vote in the Legislative Council on Tuesday.

However, members cutting across political affiliations expressed concern that there were no public toilets sufficient to cater to the needs of the increasing population. “Let the government first provide adequate number of public toilets before acting against those easing themselves in public places before bringing about such a law,” Leader of the Opposition in the Council D.V. Sadananda Gowda said.

He maintained that it was better to inculcate the spirit of civic sense among people right from the school-level rather than trying to enforce it forcibly through legislation.

Janata Dal (S) Floor Leader M.C. Nanaiah felt that it was not proper to punish people for small offences such as littering while the civic agencies, including the BBMP and the BDA, themselves had spoiled the city’s tidiness by dumping debris and construction material in several areas. “Penalty has to be first slapped on the BBMP and its commissioner,” he remarked.

“There is a nexus among some corrupt corporators, BBMP officials and contractors which is coming in the way of effective functioning of the BBMP,” he alleged and remarked that BBMP corporators were more powerful than legislators from Bangalore city.

Council Deputy Chairperson Vimala Gowda took serious exception to the BBMP allowing people to spoil the city’s neatness by not acting against those who unauthorisedly put up flex banners even to convey birthday wishes.

However, the members agreed to support the Bill following an assurance from Urban Development Minister Vinaykumar Sorake that their suggestions would be incorporated in the law.

VUDA issued notification for allotment of 152 plots available in its 15 layout – its own and joint ventures – in Visakhapatnam and Vizianagaram areas.

According to VUDA Vice-Chairman N. Yuvaraj, applications will be received online from Tuesday onwards and auction will be conducted on September 14 and 15. Plots are available in residential and commercial category in various layouts proposed in different sizes ranging from 188 square yards to 1,600 square yards.

Since plots in these layouts were disposed through auction earlier, they were being taken up for disposal again in the same process, he added.

One plot in MVP layout near Appughar (1550 square yards) has the upset price of Rs.50,450 per square yard. Upset prices for other layouts, including joint ventures, range from Rs.2,750 to Rs.18,400. Seven commercial plots and six residential plots are available in Kapuluppada Chilukuri joint venture layout and 23 plots in Godavari Township joint venture layout at Narava.

Visakhapatnam Urban Development Authority to e-auction 152 plots

VISAKHAPATNAM: The Visakhapatnam Urban Development Authority (Vuda) has issued a notification for allotment of 152 plots available in its 15 of its layouts and joint venture layouts in Visakhapatnam and Vizianagaram areas.

Vuda vice chairman N Yuvaraj said applications will be received through the online mode from July 30 till September 5 and the auction will be conducted on September 14 and 15. The plots are available in the residential and commercial categories in various layouts proposed in sizes ranging from 188 square yards to 1,600 square yards, he added.

Details of the plots, layouts, deposit, rules and regulations of the auctions along with online applications are available on the Vuda website, he added.

The plots on offer include a 1550 sq yd plot in MVP Layout near Appughar is available at an upset price of Rs 50,450 per square yard, five plots in Adibhatlanagar Layoutat an upset price of Rs 11,400 per square yard, a plot in Bheemili Layoutat an upset price of Rs 4,700 per sq yd, two plots in Chinamushidiwada layout at an upset price of Rs 7,750 per sq yd, one plot in Gandigundam layout at an upset price of Rs 6,655 per sq yd. There is alsoone plot in Kurmannapalem Phase-5 Layoutat an upset price of Rs 11,300 per sq yd, one 5,082 sq yd school site and commercial sites of 1,143 sq yd and 712 sq yd in Kurmannapalem Town Center Layoutat an upset price of Rs 18,480 per sq yd, 51 residential plots in Cyber Valley Layout of Madhurawada at an upset price of Rs 16,037 per square yard and five plots in Kummaripalem Layout with upset price of Rs 4,723 per sq yd.

Twenty nine plots in Madhurawada government lands' layouts at upset price of Rs 14,361 per sq yd, 12 plots in Endada layout at upset price of Rs 13,029 per sq yd, two plots in Babametta of Vizianagaram with upset price of Rs 4,600 per sq yd and three plots in Kanapaka Ayannapeta layout of Vizianagaram at an upset price of Rs 5,500 per square yard have also been kept ready for disposal through the auction, Yuvaraj added.

Seven commercial plots and six residential plots are available in the Kapuluppada Chilukuri joint venture layout at an upset price of Rs 8,668 per square yard and 23 plots are available in Godavari Township's joint venture layout at Narava at an upset price of Rs 2,750 per sq yd, he added.
