Corporation to issue ID cards, permits to vendors

The Hubli-Dharwad Municipal Corporation (HDMC) will issue identity cards and temporary permits to street vendors, working in areas declared as hawking zones in the twin cities, from Tuesday.

The decision was taken at a meeting chaired by HDMC Commissioner (in charge) Rajendra Cholan here on Monday.

The corporation has categorised certain areas in Hubli-Dharwad as hawking and non-hawking zones, as per the guidelines of the National Police on Urban Street Vendors.

It recently initiated a clearance drive to evict street vendors from non-hawking zones. Following the eviction drive, street vendors staged a protest seeking the proper identification of hawking zones.

During the meeting, Mr. Cholan spoke to the department heads and assistant commissioners of various zonal offices of the corporation, and discussed a blueprint for the effective implementation of hawking and non-hawking zones.

Application forms

Application forms for identity cards and temporary permits will be issued at all HDMC zonal offices from Tuesday. The corporation will also distribute application forms during the weekly bazaars held under various zonal offices.

An amount of Rs. 100 would be collected from vendors for providing identity cards and permits.

According to HDMC special officer S.H. Naregal, the corporation will take steps to issue identity cards and temporary permits to applicants within a week.

The corporation will mark the space for street vendors in the hawking zones and provide temporary water supply installations and mobile toilets at the weekly bazaars.

Mr. Naregal said of the 25 declared hawking zones, markings by white paint had been completed in nine zones. Steps were being taken to get the other 16 hawking zones marked.

Nodal officers

Officials from the HDMC Central Office have been appointed as nodal officers to oversee the work.

Mr. Naregal said the corporation would station mobile units at the weekly bazaars to distribute application forms free of cost and collect the filled-up forms from vendors.

“For those who are unable to fill the forms, HDMC clerical staff deputed for the work will provide assistance,” said the HDMC special officer.

Shopkeepers told not to dump garbage on roads

Deputy Commissioner V.P. Ikkeri has instructed the Commissioner of City Municipal Council to impose fine on shopkeepers throwing garbage on roads.

Speaking after visiting the Santhe Maidan area here on Saturday, Mr. Ikkeri said that instead of throwing garbage on roads, shopkeepers could put it in the dustbins kept on the roadside or ask the municipal council to arrange for a garbage collection vehicle. “The officials should visit the market area at regular intervals and prevent shopkeepers from throwing garbage on roads. Impose fines on those who do not follow the norms,” he said.

Referring to complaints of stray cattle creating traffic snarls on major roads and disturbing vegetable vendors, he directed the officials to shift such cattle to ‘goshala’ and impose fine on their owners who came to claim them.

The authorities had given a green signal for the construction of a supermarket complex with better facilities for vegetable-sellers and other traders at a cost of Rs. 1 crore. In order to take up the work, the existing vegetable vendors would be temporarily shifted to the Union Park within a fortnight, where 125 sheds had been raised for them, he said.

He instructed the authorities to clean the market area twice a day and ensure that shopkeepers also maintained cleanliness.

LDA to increase price of River View Apartments, to impact 1917 allottees

LUCKNOW: LDA is mulling to raise prices of its River View Phase II Apartments up to 5 percent. Around 1917 allottees would be impacted due to this decision who would have to pay about Rs 1 to 2.5 lakh to the LDA. The project is located in Gomtinagar extension.

LDA failed to deliver the project in time and has decided to raise prices of flats just before the registry. The project took off in 2010. This projects included construction of several blocks like Rohini, Betwa, Kaveri, Alaknanda, Shipra, Rapti and Sutluj which had 1928 flats in total. Out of this, 1917 flats were allotted by LDA in different phases.

LDA had promised to deliver the flats to allottees in next two year by the end of 2012 but it failed to do so. Now, the authority is working on its costing and has found that the rates have gone up by almost 5 percent and hence the increase.

The flats' registries are due in this month end. With the 5 percent increase , the two bedroom flat owner would have to pay approximately Rs 93,250 more.

If the decision is implemented, LDA would get Rs 25 crore more from all the 1917 allottees taken together.

While LDA has decided to increase the flat rate citing increased costing reasons, the entire financial burden has come on to the allottees who have paid the total amount to LDA two years back only. LDA has conveniently earned interest on this invested money and build the flats.

The allottees are annoyed with this decision as it is LDA's fault to ahve failed ino delivering the project to allottees in time and is now passing on the increased cost burden on to the people.
