UT administration identifies 17 pockets for housing

CHANDIGARH: As many as 17 vacant pockets have been identified in the periphery and land use for each has been proposed to meet the future requirements for housing, institutions, commercial, social and physical infrastructure, says the Chandigarh Master Plan 2031.

The selection has been made taking into consideration the edict of Chandigarh, preservation of ecology and environment, compatibility with the adjoining landuse, and the projects of the UT administration.

The biggest problem being faced by most categories of private housing in the city is the need for additional habitable space, points out the master plan. A clear north-south divide in Chandigarh is reflected in the fact th at nearly one-third of private plots have an area of 1 kanal or above and account for over two-thirds of the total area allocated for private residential plots in the original master plan.

As per the original plan, about 70% of housing in the city was to be built privately.

Idol immersions only in artificial tanks: Nagpur civic body

NAGPUR: The civic body's proposal to immerse all idols of Ganesh and other deities in artificial immersion tanks has a serious flaw. The Nagpur Municipal Corporation (NMC) has only one artificial immersion tank, at Sonegaon lake, so the ban on immersing idols in natural water bodies across the city will only be an eyewash.

Though the initiative is a positive step for conservation of water bodies, the draft policy is also impossible to implement for idols made of natural clay and installed by sarvajanik mandals.

Backing away from its tall claims of imposing a blanket ban on PoP idols, which pollute water bodies, the civic body has come up with a draft policy to regulate sale and immersion of plaster of paris idols in the water bodies. According to the draft, the civic body will ban immersion of all idols in natural water bodies, including idols made of natural clay, PoP or baked clay. All idols will have to be immersed in artificial immersion tanks.

NMC has 12 lakes in its jurisdiction, with idols immersed in at least seven of them. The only artificial tank for immersion of idols is available at Sonegaon lake. The tank is around 13 feet deep, but the water level is less than 10 feet. Besides, NMC had started to encourage devotees to immerse small idols, especially those made of PoP, in small plastic tanks that are 4 feet deep and store around 25-30,000 litre water.

NMC data says there are around 3 lakh small idols and 1,000 big idols installed by sarvajanik mandals. The maximum height of big idols is 25 feet and minimum 10 feet. These figures raise a big question on how NMC plans to implement its proposal.

Strong opposition is expected from the sarvajanik mandals and corporators over the restriction on immersing idols in water bodies. However, the current NMC administration will script history if it succeeds in implementing the policy properly.

However, even senior NMC officials admit the restriction on immersion of big clay idols in water bodies is almost impossible to implement. "NMC can only encourage devotees by making sufficient artificial water tanks available to ensure immersion of as many idols as possible. For this, the number of plastic tanks installed last year is woefully inadequate," said an officer.

Condemning the draft policy, corporator Prakash Gajbhiye, who installs the tallest idol of Lord Ganesha, told TOI it is almost impossible to restrict idols installed by sarvajanik mandals. "My mandal installs idols over 25 feet high. Where will we immerse it? Besides, the sentiments of thousands of devotees will be hurt. We will lodge an objection to the draft policy," he said.

Giving his first reaction to the draft policy, mayor Anil Sole said the general body had already given its opinion on total ban on PoP idols. "Let the process be completed and let the proposal come up before the general body. Citizens' suggestions and objections will have to be taken care of. If the administration has any technical problem in banning PoP idols, NMC house will request the government to impose the ban on their sale and immersion," he said.

Know your idols

  • Plaster of paris idols do not dissolve in water. Studies reveals PoP idols cause massive water pollution as the residue threatens natural springs feeding lakes, and also aquatic life. Most small idols available in the city are made of PoP
  • Natural clay idols are made from clay brought from riverbeds or bank of lakes as per the tradition. Sculptors claim big idols installed by sarvajanik mandals are made with natural clay. Such idols dissolve in water and only increase silt in lakes to some extent, without polluting the lake bed
  • Baked clay idols are prepared like bricks; made with natural clay and then baked. These idols dissolve in water but not as easily as those made of natural clay. NMC says very few baked clay idols are available in the city, most are brought from other cities.

Civic body to shift high tension/low tension lines in Nashik Road

NASHIK: The Nashik Municipal Corporation (NMC) will soon shift the high tension (HT) and low tension (LT) power lines along the road from RajrajeshwariChowk to Bharatbhushan Society in ward no. 33 of the Nashik Road division.

The proposal to award the contract to a private company M/S Tillotama Electric & Engineering Services will be tabled at the NMC's standing committee meeting on Thursday. Accordingly, the HT and LT lines along the road from Rajrajeshwari Chowk to Bharatbhushan Society will be shifted at a total expenditure of Rs 31.14 lakh.

Proposals for various civic works totally worth Rs 58 lakh will also be tabled at the standing committee meeting. Other issues to be discussed at the meeting includes the proposal to award the contract for constructing public toilets in Taxshila Rajwada near Valdevi river in ward no. 58 to a private firm M/s Sunil Jayram Khapare at a cost of Rs 26.9 lakh.

Meanwhile, around 46 proposals of land acquisition, which were expected to be tabled in the standing committee meeting, will now be tabled at the special meeting of the standing committee.

Standing committee chairman Ramesh Dhongade said, "The civic administration has shortlisted 46 proposals of land acquisition on priority. These land acquisition proposals are to be taken up at a special meeting of the standing committee, the date which will be announced shortly.

The standing committee had deferred its decision on the land acquisition proposals during its previous meeting on July 4 due to absence of municipal commissioner Sanjay Khandare.
