Vidhan Sabha panel tells MC to present thorough report of illegal buildings

The Vidhan Sabha committee held a meeting with MC commissioner R K Verma on Thursday at Circuit House. The committee headed by Prem Mittal, included MLAs Balwinder Singh Bains and Bharat Bhushan Ashoo.

Sources said that the MC panel was asked to present a thorough report of the building branch and the details of buildings constructed against the by-laws.

"We have decided to bring to book the town planners who gave permission for these buildings," the official said.

Verma has been told to submit the related documents to the committee, which has been preparing the final report. It will be submitted to the speaker of legislative assembly.

The committee also discussed the projects of the city, including like Lakkar bridge and indoor stadium on Pakhowal road, that had failed to meet its deadlines.

Civic body gives nod, 7 more villages to be added to its limits

After giving its consent to including 28 more villages in the civic jurisdiction, the Pune Municipal Corporation (PMC) has now given its response in favour of including seven more villages to the list. These villages are Nandoshi, Vadgaonsheri, Mangdewadi, Bhilarewadi, Gujar Nimbalkarwadi, Jambhulwadi and Kolewadi.

The state government had earlier sought the civic administration's opinion on the inclusion of more villages to the list of 28 villages proposed to be merged with PMC limits. In its response tabled in the standing committee meeting, Municipal Commissioner Mahesh Pathak said the seven villages were geographically located adjoining to the area earlier proposed to be merged in the civic jurisdiction and hence could be added to the list.

While Vadgaonsheri village had already got the civic administration's nod, Pathak said, the other six villages could be included in the PMC limits too. He, however, added: "Bringing more villages under PMC limits is going to put pressure on the existing civic facilities. Thus, there should be financial assistance to develop infrastructure to meet the demand for civic facilities in the newly proposed areas. Also, the strength of civic staff should be increased for strengthening civic facilities in the new areas and there should be an increase water quota for the city."

In October 2012, the state government notified its intention on inclusion of 28 more villages in the PMC jurisdiction and redefine the boundaries of the city in all directions. Later, the government received the demand for adding seven more villages to the list, after which it sought the civic administration's opinion on it.

In 1997, when the Shiv Sena-BJP combine was in power in the state, the PMC had decided to include 38 villages in its jurisdiction keeping in mind rapid urbanisation. However, 15 villages were dropped from the list following opposition from villagers.

In 2007, the civic administration proposed to bring these 15 villages under the PMC jurisdiction, but a lack of consensus on the issue delayed the decision. It came up for discussion again in December 2011 but a decision on it was further delayed by the elected representatives. The state government then added 13 villages to this list and later increased the number to 28, before proposing the inclusion of seven more villages.

New Delhi,: The East Corporation's Commissioner, Mr Kumarswamy, today admitted that it is not aware about the number of shops and commercial establishments operating in its area. "We don't have any data of the number of shops and commercial establishments operating in the East Corporation area. We have not conducted any survey after the new corporation came into existence" said Mr Kumaraswamy. According to the rule, no shop or commercial establishment could operate without a trade licence issued by the corporation which is also one of the main sources of revenue of the civic bodies. In a written reply, the trade licence department also submitted that some of the big commercial establishments are being run without clearance from the fire department and not paying tax to the corporation.  "The records of the East Corporation show that only 671 shops are situated in trans- amuna region but in reality the number is in lakhs,” said Mahak Singh, member of the standing committee.
