PMC lists dangerous structures on hills, tells occupants to vacate

For the first time, the Pune Municipal Corporation (PMC) is listing houses on hill slopes, legal or illegal, that may face danger in monsoon and serving occupants notices to vacate. The civic administration had so far been serving notices to citizens to vacate buildings that were dilapidated.

"The PMC chief has directed the city engineering department to identify structures on hill slopes that may face danger during monsoon. The water rushing downhill after heavy rain or a landslide could cause accidents," said Executive Engineer Sahebrao Dandge.

He said the administration is concentrating on dangerous structure on hill slopes notwithstanding their legal/ illegal status.

Dandge said the civic administration has categorically mentioned in the notice that there are fears of loss of lives and property in case of an accident during monsoon. Thus, occupants of the said structures should vacate the property immediately.

The drive is on in the hills across the city and the administration has identified 25 structures in Baner alone. The more serious situation is on hills in Warje, Parvati, Bibewadi, Gokhalenagar, Taljai, Dhankawadi, Ambegaon, Vadgaon Buhruk, Yerawada and Hadapsar.

"The survey is on in Parvati and other hills. It would take time to identify them and serve notice to vacate them. This is the first time such steps are being taken and that is why there is no such information available earlier with the civic administration," said civic officer.

The PMC has also undertaken a drive to pull down dillapidated wadas, old structures, in the city that may pose a danger to residents. There are around 22 such structures that need to be demolished and the civic administration has already urged owners to vacate them and bring the structures down.

Meanwhile, the civic administration replying to a query on buildings given permission by diverting the flow of nullahs and water bodies has revealed that there are around 20 such buildings where the administration has allowed construction after getting the nullah diverted. The issue of encroachment on nullah leading to flash floods was raised a few years ago after residents faced floods.

Nellore: Notwithstanding the rules and regulations pertaining to the construction of buildings in vogue, violations and deviations against the sanctioned plan are rampant in Nellore Municipal Corporation limits.

Although such violations attract imprisonment for a term which may extend to three years or fine to the extent of 10 per cent of the value of the land or building as per the AP Building Rules 2012, builders have been ignoring the rules because the provision was not invoked yet in Nellore.

Thanks to the failure of municipal administration department to post sufficient staff in the town planning department to enforce the rules. For instance there are only two building inspectors as against the sanctioned strength of nine. There is only town planning supervisor while the requirement is four and similarly one assistant city planner is handling the city while there is need for two.

The city planner post is lying vacant ever since the official went on leave in September last year. The staff is outnumbered compared to the volume of building activity in the city, to which 15 surrounding villages are merged recently further complicating the job of town planning.

The volume of infringements are such that the officials have found serious violations in the construction in about 30 buildings including 15-odd apartment buildings in the city during a sample survey in the recent past.

Incidentally the department is yet to initiate action against 18 buildings where serious deviations against sanctioned plan were noticed during a random check by the director of town and country planning Purushottam Reddy last year.

The town planning wing has issued notices to the 10 of the 18 buildings apart from 30 buildings where they found violations recently. The sorry state affairs in the city are such that these builders have been continuing with construction activity even after the town planning department issued notices to stop the work.

In this backdrop the town planning wing of the civic body decided to file charge sheets against the builders as AP Building Rules 2012 to send a warning to all those ignoring the building rules in the city.

Assistant city planner G.V.G.S.V. Prasad has disclosed this while speaking to this newspaper. He said that they have disconnected water connection to 10 out of 18 buildings identified by their director in the past apart from issuing demolition notices. In case of balance eight buildings the violations are minor in nature and the builders have corrected the same, he added.

GHMC to come out with new citizen’s charter soon

The government has come out with a draft bill on the citizen’s charter titled ‘Public Service Delivery Act’ for about 15 departments including the Revenue and Municipal Administration & Urban Development.

It has been put up for public discussion and a Government Order on the issue is likely to come out in the next couple of months.

Once the GO detailing the time scale for various grievances to be taken up and the onus of responsibility is fixed for the officials concerned, the Greater Hyderabad Municipal Corporation (GHMC) too will come out with a new citizen’s charter based on it, said Commissioner M.T. Krishna Babu in a recent media interaction.

The new citizen’s charter will also indicate the fines that will have to be paid by the officials concerned in case of any delay in disposing of an application, undertaking a service or in redressing a complaint. Once the charter comes into force, public service delivery commissioners will be appointed at different levels including a chief grievance redressal officer similar to Information Commissioners to deal with any discrepancy in the service and complaints, he added.
