Bengaluru: In 2012, in order to check the alarming rise of dengue positive cases, the BBMP, under the State government composed a proposal to set up a dedicated dengue testing Central Laboratory in the city.
 
A year later the laboratory still exists only on paper. 
 
The Palike has rehashed the proposal in 2013, with the BBMP Health Department making a proposal recently to the Commissioner asking him to set up the dengue testing central laboratory. This has been brought about by the increasing number of dengue positive cases from across the State, with the BBMP topping the list and registering the highest number of dengue positive cases since January 2013. 
 
Speaking to Deccan Chronicle about the Central Laboratory, Dr S.B Nagaraj, Chief Health Officer, BBMP, said, “We have sent a proposal to the former Commissioner about the laboratory and also received his consent. We have already had a preliminary round of meetings with the Health Secretary, the lab will definitely be set up this year.”
 
When asked about the need for a Central laboratory in the city, he said, “We have been sending blood samples to National Institute of Virology, Victoria Hospital, NIMHANS and Indira Gandhi Institute of Child Health.
 
Setting up a Central Laboratory for the BBMP area would reduce the burden on these hospitals and will also ensure that results are in quickly, so that appropriate treatment reaches patients early.” 
 
Dr Nagraj admitted that a proposal had been made in 2012. "Due to certain factors including budget constraints and the changing of unit heads, we were unable to see the project through. However, we are a hundred percent sure that the Laboratory will be set up in 2013. Now that the National Urban Health Mission (NUHM) has also become a reality, we can get funds from this project." 
 
Dr Dhanyakumar, Director, Health and Family Welfare Department, said on Friday that the State  has registered a total of 1066 dengue positive cases, with three deaths from across the State. He stressed that the State has a good number of dengue testing facilities.

BBMP locks rent defaulters' offices

The BBMP is taking stern action against rent defaulters, including  some public sector undertakings at Public Utility Building (PUB) on M G  Road.

On Monday, the BBMP officials locked the branches of State Bank of Mysore (SBM), Vijaya Bank, Apex Bank and post offices which are located in the ground floor of the PUB for not paying rent for the past three years.

According to a BBMP official, Vijaya Bank has to pay BBMP a sum of Rs 3.25 crore, while SBM has to pay Rs 63.56 lakh, Apex Bank `33.09 lakh and post office Rs 33.54 lakh. “In spite of issuing notices, they have not paid the rent and therefore, we had to lock their offices,” the official said.

Later in the day, Apex Bank paid Rs 33 lakh. The BBMP authorities were seen collecting the money in the presence of police. Vijaya Bank also paid `2 crore later in the afternoon and then BBMP authorities allowed them to open their branch.

At the SBM branch,  a bank staffer was seen redirecting customers to their other branch on M G road. “Some employees in PUB branch were told to work from M G road,” a bank employee said. There were also some confusions among BBMP and SBM officials.

Meawhile, the SBM authorities claimed that they had obtained a stay (to maintain status quo) from the court on Friday itself. However,the BBMP officials said they were informed about it only on Monday morning.

Speaking to reporters, BBMP Deputy Commissioner (Market) Nagaraj said they locked the offices on Monday morning.

“After we locked (the offices), we got the court stay order copy. As we got it after locking, we don’t know if we can reopen (the offices), we will check with our Commissioner and the Legal Cell,” Nagaraj said.

Checks conducted to curtail illegal potable water connections

Despite the fact that the department concerned has been continuously trying to overcome the problem of shortage of potable water in the State, the private boring by some of the residents to meet with their demand of potable water has become a cause for concern in the capital city.

However, department officials claimed that strict departmental action would be surely initiated against those unauthorised consumers, who are indulging in the practice of private boring in their localities. Residents from various localities are trying to overcome the problem of shortage of potable water in their respective colonies.

Despite the fact that the memorandum focusing the acute shortage of potable water coupled with the low pressure problem especially in the highly density areas of the Capital city, the problem of shortage of potable water has become a perennial problem in the capital city.

Among the worst affected areas are DL road, Sewak Ashram road, Moti Bazar, Chukkhu Mohalla, Old Dalanwala, Subhash Nagar, Macchi Bazar, Dandipur Mohalla, Eid-gah, Salawala, Jhanda Bazar, Mannu Ganj, Nehru colony, Azad Colony, Race course, etc. whereas some residents even claiming that the quality of the potable water was as bad as sewage.

There had been leakages in pipes of water supply network and sewerage at many places. It is also equally important to mention here is that the total requirement of water in the city is 194 mld (million litre per day) but in the summer, the demand of water jumps to 250-300 mld per day. Well established sources revealed that more than 500 illegal connections were disconnected in the last five year, besides heavy penalty and cases were also registered against unauthorised consumers.

He further informed that Pitthuwala zone of Jal Sansthan is among the worst affected in terms of illegal potable water connections and remote areas too share same kind of problem for the department. Due to the illegal private boring and water connections that have been reported in the various colonies of Capital city, those having valid water connections are deprived of water supply with remote areas are worst affected areas of the Dehradun district.

One of the department sources who wished anonymity told The Pioneer that surprise checks have been regularly conducted to curtail illegal potable water connections.
