BMC likely to cut power, water supply to dilapidated structures

IN a bid to evict residents from highly-dilapidated buildings that may collapse during monsoon, BMC is likely to cut electricity and water connections to the buildings. As per the BMC's monsoon preparedness data, 959 buildings in Mumbai are in dilapidated condition. Of these, 606 are privately-owned.

"We have started issuing evacuation notices to residents of these buildings. In a monsoon preparedness meeting last week, the municipal commissioner asked us to ensure the buildings are vacated by June 1. We will cut water and electricity if residents do not comply," said a senior civic official

As per the monsoon preparedness plan unveiled by BMC chief Sitaram Kunte, after eviction, BMC has arranged temporary accommodation for residents in some of its schools.

Of the 606 privately owned dilapidated buildings found in the survey, 228 are in the eastern suburbs, 160 in the island city and 218 in the western suburbs.

Of the BMC's structures, 155 buildings in the island city were found in a decrepit condition, of which 120 are in the island city, 11 in the eastern suburbs and 24 in the western suburbs. L ward comprising Kurla, has the largest number of dilapidated buildings — 90.

The other 198 are cessed buildings in the island city under the jurisdiction of MHADA. Of these, this year, 16 buildings were declared highly dangerous by MHADA. The authority has sought permission from Chief Minister Prithviraj Chavan to forcefully evict tenants in such buildings.

The Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB) has decided to disconnect water connections to  government offices which owe huge amounts to it.

The water tariff dues from various government departments is between Rs 175 crore and Rs 180 crore and have been pending for clearance for the last few years.

In view of the public interest litigation (PIL) filed in the High Court, the water board has decided to take action against  government departments which have defaulted on paying their dues for several months.

As the next hearing on the PIL is slated for this week, board managing director J Shyamala Rao held a meeting a few days ago with officials and told the chief general managers and general managers (O&M) to issue final notices to the government departments setting May 29 as the deadline for clearance of arrears.

HMWS&SB officials told Express that if there is no response from the departments, the connections would be snapped immediately and a compliance report submitted.

After disconnection, action would be initiated against the defaulters under the Revenue Recovery (RR) Act.

Government hospitals, residential hostels, departments under MAUD like GHMC, HMDA and APCPDCL will be exempted and separate schedule will be issued shortly.

The managing director directed them to issue notices to all the rural water supply (RWS), gram panchayats, police, all government quarters and government schools. Rajiv Gruha Kalpa (RGKs) and houses built under JNNURM should also be disconnected if running bills were not paid.

The HMWS&SB is supplying about 15 million gallons of water per day (MGD) to gram panchayats and municipalities like Bhongiri, Vikarabad and Sadashivapet and RGK colonies but is not receiving proper payments from these departments.

The biggest defaulters are the panchayat raj and rural water supply departments which, together, owe Rs 130 crore to the water board. The other major dodgers are Secunderabad Cantonment Board (Rs 25 crore), medical & health department (Rs10 crore), zoo park (Rs1.25 crore). Besides, several government schools and colleges owe about Rs 5 crore. The IDPL, which has gone sick, owes nearly Rs 50 crore.

The defaulters who are paying current dues plus arrears and clear the outstanding arrears within three months will be exempted from penalty.

Following the wall collapse at Ganesh Mandir Ward in Padmanabahanagar on Saturday night due to heavy rains, BBMP Commissioner M Lakshminarayana visited the spot on Sunday.

He summoned the Chief Engineer to build 30 feet wall in that spot.

Speaking to Express, he said the collapsed wall, located next to a storm water drain, was along the road. “If it rains heavily, the houses adjacent to it will be flooded  and it may also cause problems to pedestrians and vehicle owners,” he said.

“Chief Engineers Ananth Swamy and Sidde Gowda of south zone have been directed to take the work of  construction of the 30 feet protection wall and the work will start from Monday,” he added.

He said that his priority in the next 10 days would be to solve issues  related to water logging during monsoons.

Corporator of Banashankari Temple Ward A H Basavaraju said BBMP engineers should work on the surroundings of the storm water drain as most of the low laying areas get flooded. Meanwhile, BBMP control room recorded four complaints following a 0.6 mm rain coupled with winds in few parts on Sunday as well. There were reporters of trees falls near Jayamahal and Teachers Colony, water logging in  BTM Layout.
