1,100 illegal hoardings in city

The crash of three structurally-weak hoardings in different parts of the  Twin Cities during Wednesday’s rain is just the proverbial tip of the iceberg.

There are several such hoardings in the Greater Hyderabad Municipal Corporation (GHMC) limits which may collapse any time if one or two heavy spells of rain occurs again.

As per the officials records of the GHMC, there are about 600 hoardings in its limits unauthorisedly erected by the advertising agencies and others and let out to commercial establishment at huge monthly rents. Unofficially, there are another 500 hoardings in the GHMC limits which do not have Advertisement Identification Number (AIN).

Meanwhile, GHMC commissioner MT Krishna Babu has directed all the 2,684 hoardings owners/agencies under the GHMC limits to submit their structural designs along with the structural stability certificates within seven days.

The commissioner, who held a review meeting with GHMC officials in the wake of Wednesday’s hoarding crashes, said that GHMC would get the details furnished by the agencies cross-checked by independent agencies such as JNTU and Osmania University and draw conclusions regarding the stability of the hoardings.

The commissioner directed the deputy commissioners of circles 8 and 9 to issue  notices to Prakash Arts agency and Venkateswara Advertisement agency, whose two hoardings in the Nizam College grounds  and one hoarding in Himayatnagar respectively collapsed on Wednesday. Similar, notices are to be issued to structural engineering firms M/s Becon Consultancy and M/s Builders & Planners.

The show-cause notices would seek to know why the agencies should not be black-listed  and why criminal action should not be taken against the structural engineers for issuing false stability certificates for the collapsed hoardings.

Babu also said that GHMC would not allow hoardings removed in the path of the Hyderabad Metro Rail to be re-erected anywhere else in the city.

The commissioner said that he would hold a review meeting on June 3 with the municipal standing counsel to discuss the court cases pertaining to the advertisement wing.

Earlier, the structural stability of hoardings was to be certified by the GHMC engineering wing but for reasons best known to the GHMC senior officials, this has been done away with in the last few years. Now based on the certificate given by the licensed structural engineers, the GHMC estate wing is renewing licenses as well as giving fresh permissions for erecting new hoardings.

As per the statistics of the GHMC, as many as 599 hoardings have been erected illegally in 18 circles. About 2,684 hoardings have been permitted in the GHMC limits at various locations.

However, the officials claim that they removed 468 illegal hoardings in 2011-12. An additional 131 hoardings are yet to be removed - 19 of them in the East Zone, 57  in the West Zone, 27 in the North Zone and 14 each in the South and Central zones respectively.

Though the GHMC expected to earn a revenue  Rs 50 cr from the advertisements, it could earn a mere Rs 23.88 crore in 2011-12. Of that, the income from hoardings was only  Rs 14.65 cr.

These figures were given to the general body held on December 15 last year.

The GHMC has directed all the owners/agencies of the 2,684 hoardings under its limits to submit their structural designs along with their structural stability certificates within a week.

Following the collapse of three hoardings in Wednesday’s rain and after holding a meeting with engineer-in-chief R. Dhan Singh and the advertisements wing on Thursday, GHMC Commissioner M.T. Krishna Babu said the details submitted by the hoarding agencies would be further cross-checked by independent agencies like JNTU and Osmania University.

Deputy Commissioners concerned have been asked to issue notices to Prakash Arts after two of its hoardings crashed at the Nizam College grounds and Venkateswara Advertisement after its hoarding crashed in Himayatnagar on why action should not be initiated against them by blacklisting them.

Criminal cases

Similar notices are also to be issued to Becon Consultancy and Builders & Planners on why criminal cases should not be booked against them for issuing false stability certificates to the above hoardings. Mr. Dhan Singh was instructed to get the structural designs and stability of the three collapsed hoardings studied within five days.

The Commissioner further stated that the civic body was not allowing shifting of hoardings removed on the three metro rail routes and if there have been such instances, the hoardings will be considered as illegal and unauthorised, hence can be removed. Pending court cases of the advertisement wing would be expedited, he promised.

Stop executing Ganga projects in an unplanned manner, says mayor

VARANASI: The mayor Ramgopal Mohale is not happy with the execution of the projects meant for Ganga, particularly funded by the Japan International Cooperation Agency (JICA). He has called a meeting of the representatives of JICA, UP Jal Nigam officials and Varanasi Municipal Corporation to discuss the matter.

"I am not satisfied with the way things are being worked out without a proper planning. The fund from JICA is a loan and not a grant for improving the situation, thus we have to utilise it judiciously," mayor Ramgopal Mohale told TOI. "I have called a meeting of JICA representatives and executing agencies regarding the issue. I have also asked the agencies to stop work being executed in an unplanned manner," added the mayor.

It is to be mentioned here that the Cabinet committee on Economic Affairs had approved the proposal- 'JICA (Japan International Cooperation Agency) assisted Ganga Action Plan (GAP) Phase-II project at Varanasi' under the National Ganga River Basin Authority (NGRBA) programme at an estimated cost of Rs 496.90 crore. It was decided that the project cost would be shared in a ratio of 85:15 between the Government of India and the Government of Uttar Pradesh, except for the component of consulting services, which will be borne entirely by the Government of India. The share of the Centre and the stet government in the project would be Rs 427.73 crore and Rs 69.17 crore, respectively.

It was envisaged that the project would have a direct beneficial impact in terms of reduction of pollution load in the Ganga and collateral benefits like irrigation by effluents from Sathwa Sewage Treatment Plant (STP), and employment opportunities particularly at the construction stage. The project would also benefit the local population by increasing the number of local and foreign tourists who visit Varanasi for its spiritual and cultural importance as the project would improve the aesthetics of the area. Biogas (methane) from the STP would be used to generate electricity which would not only be a non-conventional energy source but will also reduce green house gas emissions.

It was decided that the fund (Rs 496.90) from JICA would be utilised for sewage and non-sewage works. The government has taken a loan from the JICA for the project repayable over 40 years at 0.75% interest rate with an initial grace period of 10 years.

The JICA assisted works are time-bound and have to be completed by 2015. The project includes a sewage treatment plant of 140 million litres per day capacity, 34 km of sewer lines, rehabilitation of existing sewerage systems and construction of three new pumping stations. Besides, the other components of the project include building of community toilet complexes, renovation of selected ghats, development of dhobi ghats and building capacity for public participation and awareness.

The JICA assisted 140 MLD STP, which was earlier proposed at Sathwa village, has been now shifted to Dinapur due to strong protest of villagers. The fate of another proposed STP of 120 MLD at Sathwa under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) also has an uncertain fate as the villagers are not ready to give their land for the same.
