The municipal corporations are looking at providing an option that allows residents to upload a photograph of any civic work related complaint on the corporation website and the agency will get down to the job immediately.

The Delhi government has directed all civic agencies in Delhi to make their complaint book available online. This, officials said, will help keep a tab on the work done by field staff and allow residents to register their complaints easily.

But the e-governance system of the municipal corporations is still in the streamlining stage, and residents of areas under the three agencies will have to wait. On the other hand, New Delhi Municipal Council (NDMC) has already got in place an internal system to track the field staff and work done by them through GPRS-enabled devices.

After NDMC officials address a problem, they click a photograph of the work done. The photo is uploaded on the system and the headquarters matches the time and place.

The three municipal corporations, too, are looking to getting a similar complaint and feedback system in place. The project — Off Site Real Time (OSRT) system — aims at improving the functioning of field staff.

A senior official of NDMC said the agency is planning to allow people to access OSRT system.

"We will give a free application, which can be downloaded on android phones. Anyone can click picture of garbage not cleaned, roads potholed and other grievances and it will be addressed within few hours," the official said.

According to a senior official at a corporation, Delhi Chief Secretary has asked the civic agencies to use technology to keep the city clean and address public grievances.

The government has issued orders allowing the Greater Hyderabad Municipal Corporation (GHMC) to enhance the tender premium for storm water drains projects sanctioned under JNNURM from five per cent to 10 per cent. It will also be applicable for underground drainage works in the municipal sector for works under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) or any other scheme.

Such orders were also issued for pending storm water drains for the Vijayawada and Visakhapatnam Municipal Corporations based on the proposals submitted by them. The GHMC Commissioner too sought similar directions from the government since it has taken up improvement of storm water drains costing Rs.142.37 crore for four major nalas sanctioned under the JNNURM.

He pointed that the execution of storm water drains in urban areas was critical in nature and may not work out for bidders with excess tender premium up to five per cent, due to variation in the SSR and market rates, inaccessibility and unhygienic conditions to work in the nalas. This apart, diversion of existing nala on the urban roads was also a tough task during execution of works, he reported.

BWSSB issuing water, sanitary connections

Water consumers from Bangalore can now apply for water and sanitary connection directly through their respective Bangalore Water Supply and Sewerage Board (BWSSB) sub-divisions or through a licensed plumber.

House owners can directly submit applications with a copy of the sanctioned plan, tax paid receipt or khata certificate and related papers to the BWSSB division office.

After receiving the applications from the house owners, an Assistant Executive Engineer of the BWSSB will issue demand note to them based on inspection of the property by a water inspector / Assistant Engineer.

On receipt of payment from the house owners, the BWSSB will sanction the water connection and issue meter to the respective water inspector who will supervise the installation of the water meter.

A release said that owners of buildings can use the services of authorised plumbers for plumbing work. BWSSB has put out the list of licensed plumbers on its website,www.bwssb.org.
