Rs. 40 crore released to urban local bodies to lessen the problem.

Chief Minister Siddaramaiah will chair a high-level meeting of deputy commissioners of all districts and chief executive officers of zilla panchayats on Monday to chalk out steps to mitigate drinking water crisis in the State.

Mr. Siddaramaiah announced this at a press conference after a meeting with Unique Identification Authority of India chairman Nandan Nilekani here on Sunday.

A large number of villages, towns and cities in the State, including Bangalore and Mysore, are facing severe drinking water crisis following the depletion of storage in various reservoirs.

Other participants

Minister for Major and Medium Irrigation M.B. Patil, Minister for Rural Development and Panchayat Raj H.K. Patil, Minister for Municipalities and Local Bodies Qamar-ul-Islam and MLAs from Bangalore will also attend the meeting.

The State government has released Rs. 40 crore to urban local bodies to arrange for drinking water supply in the affected areas till the onset of monsoon.

Glitches aplenty

Mr. Siddaramaiah discussed problems being faced by people in Aadhaar enrolment centres, particularly in Bangalore, with Mr. Nilekani.

There were several glitches in the enrolments process and long queues and absence of qualified staff result in delays at several centres, he said.

The enrolment centres — Bangalore has 412 run by four private agencies — had not kept pace with the spike in the demand for Aadhaar registrations. The Chief Minister said more centres would be opened in Bangalore to expedite the enrolment process by the year-end.

The Aadhaar-linked Direct Benefit Transfer scheme for cooking gas will be rolled out in Mysore and Tumkur districts from June 1.

BengaluruWhen the Karnataka Rural Infrastructure Develop­ment Limited (KRIDL) distributes work to contractors, it does so based on quality. However, the BBMP has observed that the KRIDL provisions are being flouted by corporators, who give out projects only to a handful of favoured contractors. The result, naturally, is shoddy work. The BBMP has decided, therefore, to entrust work only in compliance with the Transparency act and e-procurement.

Speaking to Deccan Chronicle, BBMP Com­missioner Siddaiah said that most of the work is entrusted to KRIDL, which enjoys exemption under the Karnataka Public Procurement and  also from the Transparency Act.

From now on, civic projects like asphalting, pothole filling, remodeling of drains, construction and renovation of community halls and BBMP school buildings will not be entrusted to KRIDL unless it is an emergency. “Since there is scope for manipulation in the e-tendering process, contractors who can pull strings are getting the projects for themselves. Contractors for all infrastructure projects above Rs 5 lakh will be picked only through e-procurement. This rules out manipulation. There are chances that some contractors are being prevented from participating in the e-tendering system. But, anybody can participate in the e-procurement process. This gives rise to healthy competition,” said Siddaiah.

According to sources, the report submitted by the Technical Vigilance Cell under the Commissioner (TVCC) pointed out that work carried out by the KRIDL was of sub-standard quality. If the projects are entrusted to KRIDL, the contractors who have a good rapport with corporators get the job.

Every year, a minimum of Rs 175 crore (Mayor grants of Rs 150 crore and deputy mayor grants of Rs 25 crore) are entrusted to KRIDL, which goes to the contractors connected to corporators, said sources. Corporators claim that the process of e-tendering and e-procurement takes a long time for the projects to begin.

The inside story, however, is that their supporters and followers might lose the project. Under e-tendering and e-procurement, the contractor who meets the technical qualifications and quotes the lowest price should bag the project, added sources.

Lokayukta permission still pending with IMC, says mayor

INDORE: Mayor KrishnamurariMoghe on Thursday said that matter related to giving permission to Lokayukta to prosecute six serving engineers of Indore Municipal Corporation (IMC) in SugniDevi land scam case is pending with municipal corporation and it is the jurisdiction of commissioner.

Mayor said if the matter comes to him then it will be presented before the mayor-in-council. He stressed that there is a clear demarcation in role of commissioner and mayor. Matter related to civic official are taken care by commissioner, while rest of the matter is taken care by mayor. Mayor was talking to media at a press conference to praise the work of state government and pat the back of government over planning commission decision to allocate Rs 35,500 crores in 2013-14.

Former Suresh Seth had filed a petition in 2011 in Sugnidevi Land scam case. In the petition, he made 28 people accused, including industry minister Kailash Vijayavargia, who was then mayor of IMC. Recently Lokayukta has file charge sheet against 18 people including BJP MLA Ramesh Mendola. Charge sheet against six engineers of IMC and then municipal commissioner could not be filed as Lokayukta failed to get due permission for it. As per the rule Lokayukta has to take permission from concerned government department to prosecute public servants.

On demand of Congress, to make then mayor Kailash Vijayvargia accused in the matter, mayor said that he can not comment on it. However, IMC will cooperate with the investigating agency.
