North Corporation to issue UPIC under property survey

NEW DELHI, 20 MAY: In a bid to augment the property tax collection the North Corporation is all set to conduct aa survey of all properties under its domain and give unique identification code (UPIC). The tender for this would be invited from Tuesday.

As per the report of concerned department in the North Corporation, around four lakh property owners are only paying the taxes while there are 12 lakh properties, under its ambit. Wherein order to bring more properties under the property tax net, civic body will give a Unit Property Identification Code (UPIC),  under the provision of 327, DMC Act.

The Chairman, High Powered Property Tax Committee of North Corporation, Mr Rajesh Bhatia said, “Under UPIC, all properties will be given a special unit code to be used for paying property tax. A budget of Rs 10 crore has been planned for this scheme and tender for this will be invited from Tuesday. All formalities will be completed till July this year and data will start coming in from October. On the basis of this data, demand notices will be sent to the properties.”

Mr  Bhatia added that using GRP cameras, photographs of properties will be taken. “This will provide the details of the property. Through which any sort of disorder in property tax return (PTR) will be spotted," said Mr Bhatia.  If the property owners will pay the taxes before 30 June the Corporation will give rebate of 15 percent.

Survey to assess condition of city bridges

KOLKATA, 20 MAY: Hooghly River Bridge Commissioner (HRBC) and Kolkata Metropolitan Development Authority (KMDA) will  conduct a survey to assess  condition of bridges in the city from tomorrow. Mr Sushanto Kumar Ghosh, member, mayor-in-council, today held a meeting with senior officials of HRBC, KMDA, Kolkata Improvement Trust (KIT) and state irrigation department in this regard.

Senior city police officers were also present. The authority concerned will prepare a report after assessing the condition of the bridges. The report will be placed before the KMC within the next two months, said Mr Ghosh. The officials will hold a review meeting every alternate month regarding the condition of the bridges. There are 57 bridges in the city. Many bridges in the city are in poor condition and the authorities concerned always play a blame game about the maintenance of the bridges, Mr Ghosh said.

KMC appoints 5 chief managers, 15 managers in boroughs

KOLKATA, 20 MAY: The Kolkata Municipal Corporation (KMC) has decided to appoint five chief managers and 15 managers for better administration of boroughs. This is the first time in civic history that administrative cadres will be placed above the engineering cadres.

In a meeting chaired by mayor Sovan Chatterjee, the mayor-in-council members had cleared the proposal on 18 April. The matter will be placed before the councillors on 23 May for final approval. With the Trinamul Congress having 98 councilors, the civic board will not encounter any problem in getting the proposal through.  

Right since its inception in the British era, the KMC have always had boroughs under the supervision of executive engineers as the British government thought engineers would be necessary for development works.

But with the passage of time several social welfare projects were taken up and for the effective implementation and coordination among various departments managers are deemed necessary.  

The city has been divided into five wings and each wing will be under a chief  manager. Borough I, II and III will be under zone 1.  Under zones II and II will be six boroughs ~ IV, V, VI, VII, VIII and IX.  The remaining six boroughs will be under zones IV and V.  

The chief manager will supervise the general and engineering wings and would also look after the inter-borough coordination besides overseeing the maintenance of community halls under the civic body KMC and works under social sector. He would also address the grievances of the residents.   

All the matters concerning employees like ~ application for loans and advances, permission for higher studies, confirmation of employees etc ~ would be looked after by the managers.

Senior civic officials are of the opinion that this system will improve efficiency as the engineers would be relieved from administrative works and instead concentrate on all types of civil and maintenance works, works related to MP LAD, organising fairs and festivals, projects under PPP model and controlling 100-days work.
