Civic body moots timely services

KOZHIKODE: The Right to Services Act which was launched in the state in December 2012 will be a reality in the Kozhikode corporation limit soon.

The corporation has made a list of services to be rendered under the act to the citizens on the basis of an order issued by the state in January 2013.

The civic body has made a list of 47 types of services offered by the corporation to ensure time-bound delivery of services of the corporation to the public.

It will soon publish the various services, timings, and names of officials heading the appeal committee where public can file complaint in case the official concerned failed to deliver the services.

The act provides the right to every citizen to get the service within the set time frame. Public will get residential certificates, building ownership certificates, canine population control measures, registration of birth and death within five days of submission of applications.

The issuing of occupancy certificates, changes in ownership of buildings, fixation of professional taxes, registration of tutorial intuitions, imposing tax on new buildings, making changes in death and birth certificates, issuing identity certification certificate, revision of construction permit, registration of private and paramedical institutions will be issued within 15 days after the submission of applications.

Marriage certificate, complaints of trees posing danger to pedestrians, complaints on pollution including sound pollution and drinking water pollution, permission to set up boards, clearing applications on providing aid to the marriage of widows, issuing age certificate of buildings will be issued within seven days after the submission of applications. Other services comprising permission to set up banners and advertisements, revision licence of film theatres, permission to construct buildings will be issued within a month.

Public will also get a chance to file appeal against the various services, if it is not delivered on time.

Officials will be fined from Rs 500 to Rs 5,000 in case the person fails to issue the certificates and address the complaints within the set timeframe.

Deputy mayor PT Abdul Latheef said that the civic body has already been providing many services within the prescribed deadline.

"The civic body will soon publish the list of services rendered under the Right to Service Act and details of officials and appeal committees. The corporation secretary has been entrusted with the responsibility for the implementation,'' he said.

Civic body demolishes structure in Nigger Mandi

Following the orders of the Punjab and Haryana High Court, the Municipal Corporation on Wednesday demolished an illegal shutter and show window of a complex at Nigger Mandi, near Akalgarh market. However, the MC team had to put in efforts, after shopkeepers resisted and clashed with MC officials and police personnel.

The demolished structure belonged to Kewal Kishan Arora. The case against him was filed by Basant K Arora, following which the high court had directed the MC to demolish the structure within three months, as per the orders issued in December 2012, which the MC received in January.

Kamaljit Kaur, assistant town planner, who led the drive in Zone A, said, "Notices were sent to the violator thrice in 2012, but he did not pay heed. So we had to demolish the shutter covering the ground and first floor, which had made the opening of other shops difficult. Also, a show window made on common land was demolished".

She added that shopkeepers misbehaved and clashed with the MC officials and police, but they were successful in demolishing it.

MC to auction buildings with pending house tax

Bringing out its last weapon to recover house tax from building owners, the Ludhiana Municipal Corporation would now auction the buildings and after recovering the house tax amount, the remaining money would be paid to the owner, stated P S Ghuman, zonal commissioner, Zone B, on Wednesday.

He added that a committee comprising six members had been formed to look into the auction of buildings with pending house tax. The work of the government approved valuer will be to set the reserved price of the property, as per market value for the auction. The civic body is set to initiate the system to recover house tax of 10 buildings in Zone-B, which amounts to nearly Rs 35.45 lakh.

"A short term notice for auction will be issued and after auction, if the MC has Rs 25,000 pending as house tax, after recovering the amount, the balance will be given to the owner," Ghuman added.
