Goa Municipalities Act to be redrafted

D'Souza, while speaking to mediapersons on Saturday, stated that the Act, which was drafted on the basis of Maharashtra Municipalities Act, will be drastically amended and in tune with requirements of the state civic bodies.

Major amendments proposed are in terms of reservation of wards and also number of wards each municipality will have. He said, a formula will be worked for reservation of wards so that any kind of favouritism while reserving wards is prevented. "Sometimes a particular ward is kept reserved to favour a certain influential politician," said D'Souza . The municipal administration is always flooded with such complaints during municipal elections.

It is also proposed to hand over the responsibility of delimitation of wards as well reservation of wards to state election commission. Presently, state election commission is only entrusted with conducting elections.

The last date for filing bids is May 29.

The tenders include around 31 civic works in various parts of the city, including the development of the Ramwadi nullah from Godavari river to Talenagar at a cost of Rs 4.64 crore, the laying of the main sewage line on the right bank of the Nasardi river from Gorakshnath bridge to Amrut Garden in Satpur division of NMC at Rs 3.52 crore and the works of underground drainages in various parts of prabhag no. 2 in Panchavati division at a cost of Rs 2.13 crore.

Other civic works include laying of the trunk sewage line on the bank of Godavari river from Anandvalli to Asaram Bapu Ashram in Satpur division of NMC at a cost of Rs 83.46 lakh and the main sewage line on the bank of Valdevi river at Vadnergaon in Nashik division of NMC at Rs. 63.94 lakh. Drainage works are to be undertaken for a housing project for slum dwellers and poor people at Nilgiri Bagh in survey no. 270 in Panchavati at a cost of Rs. 55.40 lakh. The housing project is being constructed under the central government's Jawaharlal Nehru National Urban Renewal Mission.

The nullah from Buddha Vihar to Panditnagar in prabhag no. 45 in Cidco division is to be widened and developed at a cost of Rs 47 lakh. A work of underground drainage is to be carried out at Rangrej farm and Sriramnagar in prabhag no. 54 in Nashik east division at Rs 34.36 lakh.

The bids also include construction of a new drainage line on the right bank of Nasardi river from Khutwadnagar nullah to ITI bridge in Cidco division at a cost of 32.97 lakh and annual maintenance and repair works of main sewage line adjacent to Nasardi river from Takaligaon to Mumbai Naka in Nashik east division, among other works.

5,000 properties to be verified by Gwalior Municipal Corporation

Verification of buildings constructed within municipal corporation limit from 2008 to 2013 would be made. It would be seen in verification whether building owner have got the nomination done and whether they are depositing the tax according to their property. Verification would cover nearly 5,000 properties.

The municipal corporation commissioner Vinod Sharma has issued orders that all the building inspectors and TC’S to know the position of verification of the buildings constructed with in city limit between 2008 to 2013. They should see that the building owner has got the nomination done. The municipal corporation receives 900 to 1,000 applications in a year for permission to construct the building. During five years the permission for construction of 5000 houses was given. The enquiry would be conducted of these properties. During the financial year, the financial position of the department in connection with property tax has not been satisfactory. The MCG received property tax less by `5 crores less of the target.

The reason was that building owners have not deposited property tax according to their properties. They purchased house and flats from the builder but did not get it nomination done. Now the building inspectors and TC’S would verify the documents on spot and would see whether the house owner has got the nomination done and deposited the tax accordingly.
