In a first, BMC to survey children under 14

Under the Right to Education (RTE) Act, 2009, Brihanmumbai Municipal Corporation (BMC) is about to launch a massive survey of all children in the city. The exercise is similar to the national Aadhar project currently under way. With help from the state government and BMC's public health and information technology departments, the civic education department will endeavour to acquire information on the city's population below the age of 14.

"This programme is aimed at addressing the problem of dropouts. We will survey all parts of the city and hope to finish in time for the coming academic year. We will rope in school teachers and counsel children to re-enroll in our schools," said additional municipal commissioner Mohan Adtani.

The first-of-its-kind survey, expected to begin in July, is estimated to cost over Rs 20 crore. Its task force comprises 13,564 teachers from municipal, aided and unaided schools. Three thousand community health volunteers (CHVs) from the public health department, responsible for records of every newborn's immunisation, will also be trained to carry out the door-to-door survey. The project proposal is awaiting approval from civic chief Sitaram Kunte.

According to NGO Praja Foundation's white paper on the "status of municipal education in Mumbai", the dropout rate has risen from four per cent in 2010-2011 to seven per cent in 2011-2012.

"We also plan to engage aanganwadis and balwadi programmes. Through the survey, we will find out the reasons for students dropping out and look for solutions. For example, if students cannot come to school because there is no mode of transport available nearby, we can introduce convenient bus routes," said a senior civic official.

To bring dropouts back into the mainstream, the corporation will allow the children to enter into a class of their age group. "We will provide additional coaching classes to raise their level of competence. A nine-year-old can then be enrolled in the standard III or IV instead of having to begin from scratch," said the official.

To prevent duplication, every filled survey form will have a specific code that once entered into the system saves the details of every child. "This is along the lines of Aadhaar because we are keen to get exact population figures," the official said.

The two-fold programme has three approaches depending on the age group. "For the first 15 days, information on all students and children will be collected. From July 15 to 31, we will track out-of-school students," said the official.

With this programme, the corporation would also like to develop a better understanding of Mumbai's demographics and build a database of handicapped children under 18. "We will get an idea of how many parents are working in the informal sector and how many children follow them. It will aid our database on the economically weaker sections and SC/ST population of the city," said the official.

Improving civic amenities Haldwani mayor’s top priority

To improve city’s civic health will be top priority of the newly elected mayor of the municipal corporation of Haldwani (MCH), Jogendra Rautela, who has formally taken charge of the MCH. Given the increasing level of civic wastes in the city, to have a scientific method for disposal of it, is the  need of the hour for city like Haldwani,  the civic experts here believe.

However, keeping in view the city’s garbage disposal problem, Rautela has stressed on the need to set up a recycling plant under the solid waste management progrmme.

It is worth mention here that though the status of the corporation had been granted to the municipal council of Haldwani during the previous BJP regime, delimitation of the MCH is yet to be done. And the urban area of Haldwani has increased to a large extent. But a major part Haldwani urban   still comes under the Haldwani rural, due to delay in doing delimitation of the MCH. Thus as the locals here believe, in a bid to ensure or maintain cleanliness  of the entire city at least  the rest of the urban area of Haldwani must be brought in to the MCH jurisdiction.

Stressing on the need to make clean and Green Haldwani, the newly elected Mayor also said that 20,000 plants will be planted in the city every year.

In the meanwhile, Rautela  has also called for conducting ‘nigam at your door step campaign’ to deal with civic concerns of the citizens at their door step.

The ‘nigam at your door campaign’ will be held once in three months in every ward so that civic services could be improved in all wards properly, Rautela emphasised.

Among others officials concerned from the MCH and various other departments and respective councilors will also be present in such ‘nigam at your door step’ programme, he added. At the same time, efforts will be taken to bring transparency in the house tax system. In a bid to simplify the house tax system, we would also try to bring self assessment system so that it could become easier for the citizens to deposit their house tax, he added.

Beautification of MCH-owned parks will be his top priority. In a bid to maintain parks, steps will also be taken to involve private parties in this exercise, Rautela said.

We would also try to modernise education in MCH-owned schools so that children studying in these schools could  also compete with other students, he added.

HMDA to hold grievance day for BPS, LRS applicants

HYDERABAD: For clearing pending Building Penalization Scheme (BPS) applications, HMDA is conducting a separate 'Grievance Redressal Day' at Shankarpally and Ghatkesar zonal offices on May 20 and at Medchal and Shamshabad zonal offices on May 22, officials said. Applicants are asked to pay the balance amount and submit the required documents before May 31.

HMDA metropolitan commissioner Neerabh Kumar Prasad held a review meeting with the zonal officers on Friday and said that May 31 is the last date for the processing of BPS applications and no correspondence would be entertained after that.

The commissioner said Layout Regulation Scheme (LRS) applications will be cleared before June 30 and enquiries on LRS can also be made at zonal offices on the grievance day.
