'Civic amenities strained due to unauthorized constructions'

PUNE: Pimpri Chinchwad municipal commissioner Shrikar Pardeshi on Friday said that if the growth of unauthorized constructions in Pimpri Chinchwad is not stopped now, it will put more strain on the civic amenities provided by the civic body.

Pardeshi said the civic body provides amenities in the municipal limits where one FSI (floor space index) is used for constructions. However, unauthorized constructions that have grown rampantly in the municipal limits in the past few years have consumed up to four to five FSI. This means that if the civic body creates amenities for 1,000 people then it will be used by 5,000, thus putting a strain on the civic infrastructure. There will be more burdens on the water supply, drainage and road network that the civic body is developing in the city because of the unauthorized constructions.

Pardeshi said that in many areas of the city, people have not left any side or front margins for the buildings that they have constructed. The parking space left on the ground floor is inadequate too, so people are forced to park their vehicles on the roads. Around three per cent of the complaints received by the corporation are about the ill-effects of the growth of unauthorized constructions. This percentage will grow to 30 per cent after five years and to 50 per cent in 10 years, he said.

On the demolition drive, Pardeshi said, "Pimpri Chinchwad city is the only city in the state where the High Court has specifically directed the civic body to take action against the unauthorized constructions. The state government too has made new laws under which the civic officials can be imprisoned for three months and fined for Rs 20,000, if they don't take action against unauthorized constructions.

"We are demolishing all the unauthorized constructions that have been built after April 1, 2012. We are also demolishing the illegal constructions that have been built on the plots reserved for civic amenities in the development plan and those built in the floodline affected areas as they cannot be regularized under any circumstances," he said.

The Campa Cola experience — residents claiming ignorance of illegality of 35 floors to be demolished following a Supreme Court (SC) verdict — has prompted BMC to introduce a single-window system to help people check legality of flats.

The civic body will give certificates to home buyers to ensure a building is legal. It will also tell if a flat is in violation of construction norms.

"People can come to BMC to verify whether the building they are buying a flat in has been constructed as per the approved plan," said Mohan Adtani, additional municipal commissioner.

"If one plans to purchase, say, a Rs 10-crore flat, s/he can afford to spend Rs 10,000 to know if the property has all requisite permissions or not," he said.

Meanwhile, BMC has also decided to expedite ligitation in cases similar to Campa Cola.

Cases in which city civil courts have ordered stays, following demolition notices by BMC due to violation of construction norms, will now be sent to the high court (HC). "We will collect information on all such pending cases within a month and present it before HC," said Adtani.

"When we issue stop-work notices under section 351 of MMC Act for raising floors beyond limit or for other irregularities, developers tend to seek stays from civil courts. This hampers action against such irregularities. The focus will be on violations similar to Campa Cola — increasing heights of buildings," said Adtani.

The latest amendment to BMC Act prevents city civic courts from staying demolition of illegal structures.

SC ordered razing of upper floors of the Campa Cola buildings last month, saying these could not be regularised.

The buildings — Esha Ekta, Orchid, BY, Midtown, Patel (two wings) and Shubh — were constructed in 1980 by four developers acquiring the plot from makers of Campa Cola cold drink. The buildings do not have occupation certifcates (granted only if builders stick to plans approved by BMC).

The demolition of 35 illegal floors in the buildings, which was to take place on May 2, has been stayed by SC for five months.

AMC hikes rentals for its community halls, party plots

The Ahmedabad Municipal Corporation has hiked the rentals of its community halls and party plots by two to four times. The AMC owns and runs 22 community halls, seven party plots and an open air theatre in the city.

The hike in rentals, which has come after a gap of five years, was approved by the civic body's standing committee in a meeting on Thursday. After the meeting, chairman Bhupendra Patel said, "The rates were not revised since 2008. It was time they were raised in view of rising cost of repairs and maintenance."

According to the new proposal, any garba or music programme in these places will attract 50 per cent additional charge. Four of these facilities are off-limits for garba or music programmes.

Some of the halls/plots where rental and deposits have been hiked very steeply are: Sai Jhulelal Open Air Theatre in Kankaria (up from Rs 2,000 to Rs 8,000), Parth Party Plot at Khokhra (up from Rs 1,500 to Rs 4,000), H L Patel Party Plot at Isanpur (up from Rs 5,000 to Rs 8,000), Vitthaldas Patel Party Plot at Meghaninagar (up from Rs 2,500 to Rs 4,000) and Balvantrai Mehta Community Hall at Kankaria (up from Rs 3,500 to Rs 12,000).

Multi-speciality complex in V S hospital to be named after Sardar Patel

The standing committee has also decided to name the upcoming multi-speciality complex on the V S Hospital's land as "Sardar Vallabbhai Patel Institute of Medical Sciences". The proposed building will have three 70-metre high towers and ground floor plus sixteen floors.
