VMC launches survey to plug revenue loopholes

The Vijayawada Municipal Corporation has launched a revenue study with a view to plugging the loopholes, if any. The teams, comprising revenue, town planning, and public health (D&O licence) officials, and a representative of CAD solutions, is pressed into action.

The pilot study is being carried out in 21B revenue ward. Based on the results, the study will be extended to other parts of the city. The team will examine deviations in assessment, usage — say using the house for commercial purpose though it is recorded as residential — wrong measurements etc.

Similarly, the team will record the data such as property tax, water and drainage charges being paid, location of property. The data will be integrated for better services and improvement of tax collection, sources say.

In the ongoing study, the team observed that some owners have changed the usage and have not informed the corporation. Neither, the field staff such as revenue inspectors and bill collectors is aware of the deviations.

For example, first floor of a house was converted into a godown. Hitherto, the shops in ground floor were only recorded as commercial. As there was demand for more space from the shopkeepers, the owner leased out the first floor for godown purposes, sources say.

The teams also encountered stiff opposition from the public, more particularly from traders. For instance, Lifestyle furniture showroom located on Eluru Road has declined to provide information sought by the team. Subsequently, Municipal Commissioner G.S. Panda Das himself supervised the records at the shop.

The study will help in improving the property tax, Dangerous and Offensive (D&O) trade licence fee, water charges etc. The corporation is expecting to improve the tax collection by 25 per cent to 30 per cent. The total demand is expected to touch Rs. 100 crore.

‘Rs. 152 crore needed to close all JNNURM projects’

The Vijayawada Municipal Corporation is pinning a lot of hopes on professional tax, Hudco loan of Rs.75 crore, and State government loan of Rs.57 crore to improve its financial health.

The authorities also hope that the VMC will have a “respite” if the Union Bank of India loan is cleared and the JNNURM projects are closed.

Addressing a press conference here on Thursday, Municipal Commissioner G.S. Panda Das said the VMC required Rs.152 crore to “close all the JNNURM projects” by March 2014. Of this, Rs.75 crore would be Hudco loan and Rs.57 crore State government loan. The balance of Rs.20 crore would have to be pooled by the corporation from other sources, he said.

The VMC was expecting a revenue of Rs.10 crore to Rs.15 crore from the UGD and water connections this year. The professional tax would fetch Rs.27 crore. The corporation was hiring the services of a retired Commercial Tax officer to improve the professional tax collection.

UBI loan

The UBI loan would be cleared in another one and half years. At present, the VMC was shelling out Rs. 2.47 crore per quarter towards UBI loan. The collection of beneficiary contribution was also improving. The VMC could collect Rs.3.8 crore in last three months. The beneficiaries were asked to pay their contribution in lump sum for allotting the houses under the JNNURM, he said.

The JNNURM projects, hitherto, had an effect on the general funds. The closure would ease the burden on general funds and help in streamlining the statutory payments/liabilities such as ESI and EPF, he hoped.

NAGPUR: The Nagpur Municipal Corporation (NMC) is all set to begin the actual work of desilting the Nag riverbed from Thursday. Looking at the enthusiasm among citizens for the campaign, mayor Anil Sole has appealed them to join hands for creating awareness and not to enter into the river for desilting work, which will be carried out for 13 more days.

Sole said there are various reasons why citizens should abstain from entering the river. "Coming in contact with the sewage in the river may cause health hazard. One cannot also rule out snakes and insects in the river water. Representatives of NGOs and social organizations should be present between 7am and 9am to interact with the citizens and for cleaning the banks under the project Shram daan. This will be followed by NMC's work which will continue up to 1pm. NMC has engaged 200 workers with safety equipment for each of the six stretches. Poclain machines will be engaged for the desilting work. Tippers will be used to transport the silt to other locations," he said.

According to the plan prepared by the civic chief Shyam Wardhane, the campaign's core group comprising five senior NMC officials Prakash Urade, Dr Milind Ganvir, Mohammed Israil, NB Shrikhande and Dr Ashok Urkude will monitor the works. The group of officials will also work on diverting the sewage flow at places where it is possible to do so. Bhoomipujan programmes for some of the proposed sewage treatment plants will be performed during the campaign. The retaining walls along few stretches will be also repaired in this period. Saplings will be planted along the banks.

A number of hoardings have been erected across the city for creating awareness about the campaign. A slew of meetings have been planned to pursue the proposals submitted to the government. Two proposals - Rs126 crore Nag river rejuvenation plan and Rs1,329 crore sewage system and treatment plants- are pending with the Centre.

Wardhane has also engaged NGOs for the six stretches. The leader of ruling party Praveen Datke too formed group of corporators for every stretch.

Many organizations have planned their own programmes to mark the campaign. Some sports associations will organize marathon along the river. Sole has urged interested citizens and organizations to hold cultural programmes like kavi sammelans, talks, public meetings, painting of river's retaining walls etc.
