Water board may get wider powers

Soon the Hyderabad water board (HMWS&SB) will be empowered to attach both moveable and immovable properties against water defaulters under the revenue recovery act.

“The chief commissioner of land administration (CCLA) has already recommended the state government last month to delegate similar powers on the lines of tahsildars and revenue officials. Currently the file remains with the law department and soon after the department submits the reports, the government will issue necessary orders,” HMWS&SB Officer on special duty (OSD) for RR Act, E Muralidhar Rao told Express.

The state government has delegated powers under RR act to two departments - the Khadi and Village Industries Commission (KVIC) and the Andhra Pradesh State Financial Corporation for recovery of dues by attaching moveable and immovable properties against defaulters. The water board has also sought similar powers be extended to them.

“If the RR Act powers are delegated to the HMWS&SB, then general managers of all divisions will be empowered to attach defaulters’ properties straight away”, he said.

BMC objects to inclusion of Bhuasuni in eco-sensitive zone

Bhubaneswar Municipal Corporation (BMC) has raised objection to inclusion of Bhuasuni Mouza in the proposed eco-sensitive zone of the Chandaka-Dampada Wildlife Sanctuary.

The Forest and Environment Department has included 74 villages inside the eco-sensitive zone in order to protect the wildlife and green cover of the area.

As per the State Government’s regulation, the outer boundary of the sanctuary has to be at a distance of 10 kilometres from the core area.

The Forest and Environment Ministry has asked various stakeholders to submit their objections to the proposed plan.

Earlier, Bhuasuni Mouza was selected for the proposed Regional Solid Waste Management Treatment Plant (RSWTP). BMC has already been granted 61.48 acres of land for the project.

With Bhubaneswar generating more than 500 tonnes of solid waste everyday, RSWTP is considered vital. Presently, the solid waste of the city is dumped at Bhuasuni.

“The inclusion of the village will jeopardise progress of one of the major projects of BMC,” said a senior BMC official.

Meanwhile, BMC Commissioner Sanjib Mishra has written to the Wildlife Conservator of Forests asking him not to include Bhuasuni in the proposed boundary.

Principle Chief Conservator of Forest JD Sharma said every objection regarding eco-sensitive zone will be evaluated by a technical team comprising ecologists and environment specialists.

The local administration will look into the issue and a proposal will be drafted accordingly.

The proposal will be submitted to the State Government, which will send it to the Ministry of Environment and Forests, Sharma said.

Civic body forms panel to amend taxi stand norms

The Municipal Corporation on Friday constituted a committee to review and amend the terms and conditions of taxi stands in Chandigarh. The committee would be headed by deputy mayor Satish Kainth. The civic body had cancelled allotment of some taxi stands for violation. An agenda was mooted in a recent meeting of the Finance and Contract Committee for re-allotment of the stands. This was met with opposition and questions were raised on why these were cancelled in the first place. A committee has now been constituted to review the decision.

Kainth said that a meeting with the taxi stand owners would soon be called to address their grievances.
